1. 'NOT ALL OF BAUMEL'S REMAINS WERE RETURNED TO ISRAEL'

Ahmed Jibril, founder and leader of the Popular Front for the Liberation of Palestine terror organization, on Tuesday night claimed that not all of Zachary Baumel's body parts were returned to Israel.

According to Jibril, some of Baumel's body parts remain in a different location in Syria.

JIbril said that the remains found in the Al Yarmouk Camp, which Russia transferred to Israel, were "half a body," Kan reported.

In an interview, he emphasized that the transfer of fallen Israeli soldiers' remains from Syria to Israel could only occur in exchange for the release of live Palestinian Authority and Syrian terrorists from Israeli jails.

Baumel fell in the Battle of Sultan Yaqub during the Lebanon War in 1982. In April, Russia located his remains, transferring the remains and Baumel's belongings to Israel, allowing his family to bury him, 37 years after his death.

In exchange, Israel freed two Syrian prisoners in a gesture of "goodwill."


2. REPORT: POLICE INVESTIGATION OF MEVO MODI'IM ARSON 'PROBLEMATIC'

Less than a week after Israel Police decided that there is not enough proof to declare the massive Mevo Modi'im fire an arson, sources involved in the investigation are claiming that there is no question the fire was set on purpose, Army Radio reported.

Mevo Modi'im a forest town inhabited by Rabbi Carlebach's followers, burned almost entirely to the ground in May.

According to the sources, "The police know very well that declaring the fire an arson will require it to carry out many activities, such as finding and arresting the suspects. They know that it will be difficult to impossible to find these suspects, so they decided, as the body leading the investigation, to declare that it was not an arson."

The fires, which were ignited close together and in an unmistakable fashion, it is impossible that the fires were coincidental, and there is no choice but to define it as an arson, the sources added.

The decision to close the file has both criminal and financial implications. Under Israeli law, residents of Mevo Modi'im will be entitled to larger compensation packages if the fire was a criminal act. In addition, as long as the fire is not declared an arson, police have no responsibility to locate and arrest the arsonists.

The Fire and Rescue Authority said that the police investigation was thorough, and at the end of the day, Israel Police is the body authorized to investigate the criminal aspects of fires, in cases where such investigations are necessary.

A joint statement from Israel Police and the Fire and Rescue Authority to Arutz Sheva read: "No such thing happened, and it is not clear what these unknown sources are relying on - there is no connection between them and reality. As we stated many times, the findings of the joint investigation conducted by Israel Police and the Fire and Rescue Authority were transferred to the professionals in the field in Israel Police's Investigative and Information Department and the Central District Prosecutor's Office, and it was decided that the case will be closed, since no proofs of arson crime have been found."

"We regret the attempt to present things falsely in a way that harms the residents as well as the emergency and rescue services who conducted a comprehensive, thorough, and professional investigation in their attempts to uncover the truth."


3. ORTHODOX YESHIVAS ARE NOT SWINDLING PUBLIC FUNDS. FAR FROM IT.

Yeshivas unapologetically emphasize religious and ethical instruction. A small number of such schools have been accused of falling short in their secular studies departments. Last November, in response to a campaign by a group of disgruntled former yeshiva students, the New York State Department of Education announced sweeping guidelines, oversight and control over the curricula of all private schools.

This controversial decision is part of a coordinated attack on yeshivas that holds them responsible for all that ails a troubled public school system — a system that often performs less well than the Jewish schools themselves.

A recent example of that attack appeared in the Forward. Susan Lerner and Ester Fuchs, executive director of Common Cause/NY and professor of international and public affairs and political science at Columbia, respectively, wrote in an op-ed that “[f]or decades, yeshivas have received millions – if not hundreds of millions – of tax dollars from New York State lawmakers for transportation, security, lunch, textbooks, and even academic intervention services. Some yeshivas cover as much as two-thirds of their budget with public funds.”

The last sentence, presented without evidence or citation, is ridiculous. The ones preceding it are astonishingly misleading.

All New York students, even those in yeshivas and other non-public schools, are no less entitled to security, textbooks and special education services than their public school counterparts. But look only, if you will, at the numbers, and it becomes clear that far from bilking public funds, most private schools receive only minimal funding from the state.

New York state’s enacted $176 billion budget for 2019-20 allocates $27.9 billion in total school aid. The funds directed to the state’s 1,800 non-public schools (among them yeshivas, Catholic schools and other private institutions both religious and secular), which educate over 400,000 elementary and secondary students, amount to some $320 million. The bulk of those funds are reimbursements for state-mandated requirements, like attendance and certain student record keeping. The state, of course, has every responsibility to underwrite the costs of mandates that the schools carry out on its behalf.

An evenhanded analysis might strip out costs for reimbursing non-public schools for mandated services it provides to the state and security for all children, which comprise the overwhelming majority of non-public school “aid.” But even inclusive of these categories, the state spends (aside from transportation) approximately $800 per non-public school student.

By contrast, according to U.S. Census data, the cost per New York public school pupil in 2017, the most recent year available, was $23,091.The per-pupil cost in New York City was thousands more. Current spending is likely even higher.

Thus, less the non-public school cost, it is estimated that for every student who attends private school, taxpayers save approximately $22,291 statewide; and for New York City, $24,399 per student. The New York state yeshiva system alone saves taxpayers billions annually.

That’s a lot of Benjamins, as Rep. Ilhan Omar might say.

Parents of yeshiva students pay the same taxes as public school student parents and all citizens. In most other states, there are tax credits or deductions to at least marginally offset private school tuition payments. New York offers private school parents no such relief.

The issue of yeshivas and public funds has emerged as a sideshow to the controversy over New York state’s mandate that private schools provide their students with a secular education that is “substantially equivalent” to that of state public schools.

The move was challenged by the vast majority of private schools and, in April, the State Supreme Court ruled in their favor. Undaunted, the Department of Education is trying again, now promoting not just guidelines but new actual regulations.

The educational issue will presumably be resolved by whatever eventually emerges from the department or, if that result is seen as overreaching, again by the courts. Countless private school parents have insisted on their right to choose the education they want for their children. They are making their feelings known, by the tens of thousands, during the public comment period that ends Sept. 2.

These parents aren’t seeking kudos for their commitment to their convictions or for saving taxpayers billions every year for decades. What they would like, though, and deserve, is to not be unjustly accused of bilking their fellow citizens.

On Tuesday night, after an 18-month-long mission, 22-year-old Suzi Makurriel and her 3 children were finally reunited with her mother and siblings, after over ten hopeless years of living apart.

It all started in the early 1980s. Operation Moses brought 14,000 Ethiopian Jews to Israel, with the new immigrants trekking through Sudan. About 4,000 died on the way, and another 88 went missing.

One of the missing people, a 14-year-old girl named Tuwavich Berko ended up in a Sudanese prison. She was sold into a forced marriage, and when her two eldest daughters reached the age of 12, they were married off to older men of the local tribe.

Three years ago, Aish Kodesh resident Aaron Katsof bumped into Berko on one of his missions in Ethiopia, and when he heard the story and understood that there was no one in the world who would help them, he swore to do everything he could to rescue the girls.

After three months of searching, Katsof found them living apart from their husbands, each with 3 of their own children, each in different parts of South Sudan.

The mother and one of her daughters arrived in Israel in April, and lived with Katsof 's family. Suzy, who had returned to South Sudan to bring her children, was left behind, Israel Hayom noted.

"At the end of June I managed to meet the requirements of South Sudan's Interior Ministry, and with the aid of the ambassadors, I managed to bring them to Ethiopia," he told the site. "They waited about forty days, most of those because Suzy fell ill with malaria."

"Operation Left Behind" took off and after months of traveling through South Sudan, Uganda, Kenya, Ethiopia, 18-hour-long bus rides, private planes, embassies and ambassadors, malaria, and endless amount of bureaucracy, the second and last sister finally landed last night in Ben-Gurion Airport and re-united with the rest of her family.

The project cost a total of 120,000 NIS, approximately a third of which Katsof himself paid, Israel Hayom noted. "After a year and a half of hard work, we reached this amazing moment. I have tears in my eyes," he said.

5. BACKPACK SAVED RAMMING VICTIM'S LIFE

The teenage girl who was injured in a ramming attack last week was saved from potentially fatal injuries by her backpack, her family was told Tuesday by the doctor who arrived at the scene soon after the ramming. He told the family today that Noam's backpack prevented her head from striking the ground when the siblings were hit, likely saving her life.

Noam Nevies, 19, was moderately injured when a terrorist rammed into her and her brother, Nahum, 17, as they made their way to a protected bus stop near the entrance to the town of Elazar in Gush Etzion on Friday.

Nahum suffered severe head injuries and remains in critical but stable condition. He is still fighting for his life, according to Hadassah Ein Kerem Medical Center. She underwent surgery today and is back in her hospital room.

Gush Etzion Brigade commander Col. David Shapira came to the hospital Tuesday to talk to the family. Shapiro brought with him items which the siblings had with them during the attack, incluiding a volume of pocketbook size Rambam (Maimonides) which Nahum intended to study on the trip.

Ashkenazi Chief Rabbi David Lau visited the two yesterday and recited Psalms at Nahum's bedside, as did the Chief Rabbi of Jerusaem, Rabbi Shtern. Sephardi Chief Rabbi Yitzchak Yosef, who is abroad, had his office call with wishes for a speedy recovery, while US Ambassador David Friedman has asked the family when he can come visit the two siblings, who are both American citizens.
The public is asked to pray for the complete recovery of Nahum Elimelech Ben Zahava Rivka.


6. WATCH: ATTEMPTED LYNCH JUST BEFORE TISHA B'AV

The Jerusalem District Prosecutor's Office on Tuesday filed an indictment against a Muslim Arab youth from one of Jerusalem's Arab neighborhoods, charging him with attacking a Jew traveling in his vehicle on the night of Tisha B'av.

According to the indictment, which was filed at the Jerusalem District Court, the victim was traveling on Jerusalem's Salah ad Din Street when the youth and others noticed a Jew wearing a kippah (skullcap).

At that point, the Arab youth and other individuals kicked the Jew's car, threw stones and other objects at him, hit him, sprayed pepper spray at him from just a few centimeters away, and kicked him. One of the youth's companions attempted to pull the victim from his vehicle.

A passing police officer noticed the incident, and fired three shots into the air.According to the indictment, as a result of the actions of both the suspect and the others, the victim suffered hematomas in his head and read marks on his neck. In addition, the vehicle's windows were shattered and severe damage was caused.

In addition to the indictment, the Prosecutor's Office has requested that the suspect remain under arrest until the completion of proceedings against him.

Israel Police added that four other Muslim Arab youths have also been arrested in connection with the attack.

A video published by the police show the Muslim Arab youths attacking the victim's car, as well as a policeman exiting a nearby vehicle and firing into the air, leading the youths to escape the scene.


7. BIRTHRIGHT SUSPENDS ALL ACTIVITY IN GAZA PERIPHERY

The Birthright organization, which brings Diaspora Jews on free trips to Israel, has instructed its tour groups not to conduct any activities in the Gaza periphery in light of recent security tensions.

Birthright security director Daniel Greenberg sent an email to tour leaders and organizers in which he wrote: "Dear organizer, please note - following the events of the weekend, it was decided to limit the movement of birthright groups in Gaza

Four rockets were fired at Israel from the Hamas-controlled Gaza Strip over the weekend, one on Friday night and three on Saturday night. The Israeli Air Force responded by attacking Hamas infrastructure.

On Saturday night the IDF killed three terrorists who were attempting to infiltrate into Israel.


8. LIKUD MKS: GANTZ SCARED THE CABINET INTO NOT ENTERING GAZA

Senior Likud ministers who served in the Diplomatic-Security Cabinet during Operation Protective Edge sharply criticized Blue and White Chairman MK Benny Gantz for decisions he made in his capacity as IDF Chief of Staff.

Gantz's tenure as IDF Chief of Staff included Operation Protective Edge, and according to the ministers, he warned the Cabinet against completely defeating the Hamas terror group.

Energy Minister Yuval Steinitz told Israel Hayom, "During Operation Protective Edge, [Cabinet] members demanded that the army present a few options for acting in Gaza, including the option of completely reconquering the Strip and defeating Hamas. Gantz arrived at the meeting, scared the entire Cabinet, and warned against the option of conquering Gaza and defeating Hamas.

"He showed a slideshow that claimed there would be 500 dead soldiers and hundreds more injured. He explicitly said that he opposes such an operation and claimed that it was not worth the price.

"Now, suddenly, he says, 'We'll be victorious in Gaza, we'll conquer Gaza, and it'll be the last operation.'" Turning to Gantz he said: "You're promising things that you took the lead in opposing."

"When I heard him bragging I couldn't believe my ears. Apparently, he thinks everything is okay when it comes to elections."

Public Security Minister Gilad Erdan added: "We didn't get the feeling that he wanted to win the war, we felt like he wanted to end it via a ceasefire, and as soon as possible."

"Benny Gantz is the last one who will lead to [us] being victorious in Gaza. As IDF Chief of Staff, he functioned in a very hesitant and weak fashion, during Protective Edge he kept trying for breaks and working to end it with a ceasefire. And when Cabinet members suggested attack initiatives, he was always the one who explained in a very deterring fashion why it's not worth trying those initiatives. He's the last one who has the right to talk about winning the war in Gaza."

Blue and White responded: "It's odd that Minister Steinitz should break the law and expose information from Cabinet discussions, while he tries to hide his revulsion and that of other Likud members at Netanyahu's attempts to form a government with [Education Minister Bezalel] Smotrich and [Otzma Yehudit Chairman Itamar] Ben-Gvir."

"We will not accept security advice from representatives of the party which erased Israel's deterrence, which allows hundreds of rockets to be fired at Israel, which pays protection money to Hamas. The Cabinet is the Holy of Holies when it comes to the State of Israel's security, and leaks harm the decision-making process most important to the protection of the lives of Israel's citizens. A responsible Cabinet headed by Gantz, [Blue and White leaders MKs Yair] Lapid, [Moshe] Ya'alon, and [Gabi] Ashkenazi will not allow the security lawlessness to continue, and will not allow secret IDF slideshows to be exposed for political purposes."
