1. POLICE RELEASE 'SUBMARINE' CONCLUSIONS

Israel Police has completed the investigation into the "3000 Submarine case", dealing with allegations of bribery, fraud, breach of trust, money laundering, and other offenses.
The alleged offenses were committed within the framework of a network of relationships involving public officials and business and senior executives either directly or through business and private companies that acted as middle parties. The purpose of the arrangement was to promote business interests relating to acquisition of submarines and vessels for the State of Israel by the German corporation Thyssenkrupp AG, while promoting additional business interests.
In November 2016, on the recommendation of the State Attorney, the Attorney General ordered an investigation of suspicions of bribery and breach of the trust in connection with transactions made between the corporation Thyssenkrupp AG and the State of Israel.
According to the decision of the Lahav 433 investigative unit head, the investigation would be carried out by the National Unit for Combating Economic Crime at Lahav 433. The investigation was also coordinated with the Tax Authority's investigations unit, and was closely monitored by a team of attorneys from the Taxation and Economics Office. During the initial police checks dozens of messages were intercepted from various people involved.
Initial police findings raised suspicion of criminal activity and involvement. The State Attorney ordered on February 27, 2017 the police to open an official investigation.
As part of the investigation there were 3 waves of arrests made by police.
In July 2017 in the first wave, Maj. Gen. "Cheney" Marom, "Malal" former deputy head Avriel Bar Yosef, and businessman Miki Ganor were questioned.
In September 2017, a second wave was carried out when former Minister and KKL Chairman Mody Zandberg, former Chief of Staff of the Prime Minister David Sharan, and Brig. Gen. (res.) Shay Shaykeh Brosh were questioned.
In November 2017 a third wave was carried out when attorney David Shimron and attorney Yitzhak Molcho were questioned.
During July 2017, in the midst of the first wave of arrests, an agreement was signed with suspect Michael Ganor who served in the relevant period as representative of German Thyssenkrupp corporation in Israel. According to the agreement Ganor will be tried on the suspicions of tax offenses, will serve 12 months in prison, and be fined 10 million shekels while at the same time cooperating with the State to provide further information about the case.
As part of this extensive investigation, a number of suspects were questioned under warning and hundreds of messages from dozens of witnesses were examined. The Prime Minister also gave testimony in the case. In addition, further materials were collected and analyzed including real-time recordings of documents seized from various government ministries and government agencies and requests for legal assistance to foreign countries.
Additionally, as part of the ongoing investigation, assets and funds were seized amounting to millions of shekels.
According to the evidence and investigation findings, over the years the German corporation Tysenkrupp provided the State of Israel with five submarines. The submarines are in active service as part of the navy's submarine systems. Until the year 2009 Brigadier General (Res.) Shaike Bareket was the representative of the corporation for the State of Israel.
In 2009 Barkat was replaced by businessman Michael Ganor who took over the position and began to serve as the representative of the corporation and the broker for purchases for the State of Israel. The findings of the investigation revealed that Navy Commander Maj. Gen. (res.) Eliezer (Chayni) Marom Avriel Bar Yosef, were behind the decision to choose Ganor to take over responsibility for all further decisions. The representative was paid by the corporation significant sums of money calculated according to percentages of the value of the transactions.
During the period when Ganor served as corporation representative between 2009 and the opening of the investigation in the middle of 2017, a ship purchase was completed at a value of hundreds of millions of Euros. During the investigation, suspicions arose that during that relevant period a series of former and current public officials and senior executives, together with business and private individuals took part and received benefits from the businessman in cash and checks and illegal contracts.
Whether in connection with the submarine deals that were carried out between Thyssenkrupp and the State of Israel or in connection with other current and future business deals that took place in Israel and abroad in partnership with Ganor, it is clear that there are glaring and severe conflicts of interest between their positions and the public interest and the promotion of their business and their own promotion.
Main suspicions against Brig. Gen. (Res.) Avriel Bar Yosef: During the relevant period he served as the director of the Knesset Foreign Affairs and Defense Committee and later served as Deputy Head of the National Security Council. It is suspected that Yosef suggested to Ganor help him become the representative of the German corporation in place of Barkat and helped and pushed for his appointment.
It is also supected that he acted within the framework of his duties during the relevant period to promote the submarine transaction and also receive fees from the company, whether directly or through Brigadier General (Res.) Shay (Shayke) Brosh, a close associate and close friend of Bar Yosef. Brosh served as a private businessman during the relevant period. It was suspected that he had been intentionally introduced by Bar Yosef as a mediator between Bar Yosef and Ganor during the transaction for the purchase of the submarine in order to not blow the connection between the two. It is suspected that Ganor and Brosh signed an agreement in the amount of € 120,000 intended to cover the transfer of the bribe money.
Maj. Gen. Eliezer Merom: Suspected that when serving as Commander of the Navy, together with Bar Yosef, he acted so that Ganor would become the representative of the German corporation in Barkat's place. Marom received sums of money from Ganor under the guise of consulting services allegedly provided to Ganor, in the sum of 600000 shekels.
Adv. David Shimron: Partner of Adv. Yitzhak Molcho and Prime Minister Netanyahu and his wife's private attorney, it is suspected that Shimron acted on Ganor's behalf as a representative of the German corporation to promote the deal between Israel and the corporation while using his status and close connection to the Prime Minister and public officials with whom he worked with. Adv. Shimron and according to suspicions received payments defined as a "reward for success". In a number of stages amounts of 270,000 shekels were payments rendered for "opening the doors" and influencing public employees to promote Ganor's business in the purchase of the submarines.
In addition, it is suspected that Adv. Shimron acted on Ganor's part to promote the $100 million investment of the Germany-Israel Fund in a Swiss bank to disguise Ganor's involvement in the deal that was a conflict of interests between him and the chairman of the fund, Atalia Rosenbaum, while attorney Shimron presented false representation to banks in Israel and abroad about his real involvement in the investment transaction.
In return, according to suspicions, attorney Shimron received a 20% commission from the investment money that he transferred to Ganor. Attorney Yitzhak Molcho, a partner in the law firm of Shimron-Molcho who was an advisor to Prime Minister Binyamin Netanyahu on political matters and negotiations with the PA, is suspected in a meeting that took place when Molcho and Ganor discussed Germany's request to remove political barriers as a condition for promoting the purchase of submarines and future vessel deals. According to suspicions Molcho did not report the meeting to the legal advisor of the Prime Minister's Office, in contrast to his duties under the conflict of interest arrangement that applies to the attorney's office in the context of his public role.
Former Minister Eliezer Zandberg when serving as KKL Chairman is suspected of promoting Ganor's business as a representative of the German corporation in Israel, taking advantage of his past and present role and position to "open doors" for Ganor and receiving information from employees and public and elected officials in connection with the submarine transactions. In exchange he received money from Ganor a number of times totaling sum of 100,000.
David Sharan: During the period he served as Chief of Staff of then Finance Minister Yuval Steinitz, and later as head of staff of Prime Minister Binyamin Netanyahu, according to the suspicions acted in favor of Ganor's interests in the submarine transactions, and received from him between 2013 and 2016 sums of 130,000 shekels through businessmen close to Saran, who were placed by Sharan to disguise and to blur the connection between him and Ganor.
In addition Sharan was suspected of raising funds for the election campaign of Minister Steinitz in 2012.
Upon the conclusion of the investigation. police recommend the following:
Brig.-Gen Avriel Bar-Yosef: There is evidence that he committed bribery, fraud, breach of trust, and conspiring to commit a crime;
Brigadier General (Res.) Shay Brosh: There is evidence that he committed bribery, fraud, breach of trust, conspiracy to commit a crime, illegal invoicing, and money laundering offenses;
Maj. Gen. (res.) Eliezer Marom: There is evidence that he committed bribery, fraud, breach of trust, conspiring to commit a crime, money laundering, and VAT offenses;
Adv. David Shimron: There is evidence that he committed bribery offenses and money laundering in connection with his involvement in Credit Suisse;
Former minister and KKL Chairman Eliezer Zandberg: There is evidence he committed bribery, fraud, breach of trust, and illegal invoicing;
David Sharan: Suspected of committing bribery, fraud, and breach of trust, conspiracy to commit a crime, money laundering, and offenses under the Elections Law;
Attorney Yitzhak Molcho: There was insufficient evidence that he committed offenses.
As part of the investigation, other persons involved in the case, including private businessmen who do not hold public office were also questioned. During the investigation and gathering of evidence in this case police discovered discrepancies between administrative agencies and private companies in matters regarding security and strategic issues. The discrepancies require lessons to be learnt by the relevant authorities to improve security procedures in Israel and protect it from improper interests. The police intends to turn to the relevant authorities and bring before them their conclusions.

Trump seems to refer, among other things, to the fact that Democratic senators running in states voting for Trump in 2016 and who opposed the appointment of Justice Brett Kavanaugh lost last night. On the other hand, Democratic Sen. Joe Manchin, who supported Kavanaugh, was reelected.

Two prominent friends of Israel, Sen. Ted Cruz of Texas and Florida Governor Rick Scott, won the US Senate elections.
In addition, Ron Desantis, a Republican pro-Israel House member, defeated Andrew Gillum in the race for Florida governor.
Against Cruz ran Democrat Beto O'Rourke, who enjoyed massive support from Democratic donors and invested record money in his election campaign. The gap between the two was less than three percent - a very good achievement for O'Rourke, in a state that has been a Republican stronghold for decades.
Scott defeated his opponent, Sen. Bill Nelson of the Democrats by an even smaller margin: less than half-a-percent. Scott will move from the governor's home in Florida where he has been living since 2011 to Washington, where he will serve as one of the state's two Senators, along with his colleague Marco Rubio.

Cruz is considered a stalwart friend of Israel. During his visit to Israel in May, on the occasion of the transfer of the American Embassy to Jerusalem, he praised Prime Minister Binyamin Netanyahu and said that "the Palestinian leadership" and not the transfer of the embassy constitutes the obstacle to peace.
Scott also visited Israel to honor the embassy transfer and took part in the ceremony. "This is an historic day. I'd like to thank President Trump for the transfer of the embassy. The State of Florida will always be a friend of the State of Israel, and the US will always be the best ally Israel has ever had," Scott said at a conference to salute Judea, Samaria, and the Jordan Valley, "because Israel is the best ally the United States has."
Desantis also participated in the inauguration ceremony. When he returned to the United States he submitted a new proposal according to which the US would recognize Israel's sovereignty in the Golan Heights as well.
3. LITTLE KAI STILL LOOKS FOR HIS MOTHER EVERY DAY

Guy, the husband of Kim Yehezkel-Lebangrond, who was murdered in the shooting attack in the Barkan industrial zone, spoke this morning about the difficult adaptation to the new life with his baby son Kai, who at the age of a year and only a few months lost his mother.
"We start to understand that Kim's not here, she won't come back. Even after a month or so, it hasn't been processed. I'm with the child at home and things she would do and we would do together, now I have to be there alone," Guy told Channel 12 Morning News.
"He had a ceremony, that he would get up in the morning and walk around the house a little bit, look at pictures and then go to her in the room. I saw him after the funeral and took down all the pictures. Every morning he walks around the house and says, 'Mommy, Mommy Kim.' I'm glad he's at an age that he doesn't understand. He'll reach an age and I'll tell him. I'll tell him Mommy isn't here," Guy said.
About a month has passed since the Barkan industrial zone attack and the terrorist has not yet been captured. Kim's family called to dismiss Defense Minister Avigdor Liberman in light of the decision to only partially demolish the terrorist's house.
A meeting between the family and Defense Minister was canceled yesterday by Liberman after a call between the assistant defense minister and Kim's father, when the bereaved father was informed of the decision not to destroy the killer's entire house.
4. FRANCE SAYS NO PETAIN HOMAGE AFTER 'GREAT SOLDIER' OUTCRY

The French government said there will be no official French homage to Nazi collaborator Philippe Petain at World War I ceremonies this week, after President Emmanuel Macron drew fire for calling
the Vichy leader a "great soldier."
"The marshals whose honor has not been tarnished, and only those, will be honored by the republic," spokesman Benjamin Griveaux posted on Facebook late Wednesday.
"If there was a confusion, it's because we weren't sufficiently clear on this point," he said.
A chorus of protests had erupted after Macron indicated Petain would be among the eight marshals honored Saturday for their role in leading the French fight, saying he had earned the country's gratitude.
"It's right that we honor the marshals who led France to victory," Macron said in the town of Charleville-Mezieres, part of a tour of northern France marking the centenary of the end of the 1914-18 war.
"He was a great soldier, it's a fact, he added, though he stressed that Petain had made "disastrous choices" during World War II.
His comments set off a storm of criticism from rival politicians as well as Jewish leaders, who accused the president of discounting Petain's treasonous collaboration with the Nazi occupiers in the 1940s.
"The only thing we will remember about Petain is that he was convicted, in the name of the French people, of national indignity during his trial in 1945," Francis Kalifat of the CRIF association of French Jewish groups.
Macron himself tried to tamp down the controversy later Wednesday, acknowledging that Petain was complicit in "grave crimes."
"I'm not forgiving anything, but I'm not going to erase anything from our history," he said.
5. MUSLIM WOMAN ELECTED TO US CONGRESS WRAPS IN 'PALESTINIAN' FLAG

Michigan Democrat Rashida Tlaib, who won a seat in the US House of Representatives, wrapped herself in a "Palestinian" flag at her victory party. She is one of the two first Muslim women ever to be elected to the deliberative body, along with Somali Ilhan Omar from Minnesota.
Daughter of Arabs who left Samaria for the United States, Tlaib became the first Muslim female member of Michigan's state legislature a decade ago. Tlaib is a vocal critic of President Donald Trump and was arrested two years ago for disrupting a Trump speech in Detroit, reported Yeshiva World.

Asked during an interview with British Channel 4 News whether she would vote against military aid to Israel when she goes to Congress, Tlaib said "absolutely."
"U.S. aid should be leverage," she said. "If you're going to be a country that discriminates on somebody solely based on their faith, solely based on their skin color … to me, that doesn't fit our value of our country."

6. 12 KILLED IN MASS SHOOTING AT CALIFORNIA BAR

At least 12 people, including a sheriff's sergeant, were killed in a shooting that took place a bar in Thousand Oaks, California.
Ventura County Sheriff's Office Sgt. Eric Buchow told CBS LA that the gunman was dead inside.
CBS LA reported that deputies from the Ventura County Sheriff had responded to the incident. FBI agents, the Bureau of Alcohol, Tobacco, Firearms and Explosives, as well as the National Guard were also at the scene.
The shooting took place Thursday morning at Borderline Bar & Grill in Thousand Oaks. According to the Bar's website, a "College Country" night was going on at the time.
A law enforcement official told the LA Times at least 30 shots had been fired.
A witness quoted by ABC affiliate KABC subsequently described the incident.
"I just started hearing these big pops. Pop, pop, pop. There was probably three or four, I hit the ground. I look up - the security guard is dead. Well, I don't want to say he was dead, but he was shot. He was down. The gunman was throwing smoke grenades all over the place. I saw him point to the back of the cash register...and he just kept firing. I ran out the front door."
The witness also said that the gunman had a beard, wore a hat, had a black jacket and may have had glasses, and noted that he appeared "Middle Eastern."

Democrats will take control of the House of Representatives for the first time in eight years, CNN and Fox News projected on Tuesday night, hours after US voters went to the polls for the 2018 midterm elections.
Both networks projected that Republicans would keep the Senate, setting up a divided Congress until the 2020 elections.
The latest results show Democrats with 221 seats in the House - an absolute majority in the 435-member chamber - compared to 199 for the GOP, with 26 net pickups for the Democrats.
Republicans, on the other hand, flipped four seats in the Senate thus far, including incumbent Joe Donnelly's seat in Indiana, Bill Nelson's in Florida, Claire McCaskill's in Missouri, and Heidi Heitkamp's in North Dakota. The GOP retained seats in competitive races in Texas and Tennessee. One Republican Senate seat was lost, with incumbent Dean Heller losing to Jacky Rosen in Nevada.
The race for the Republican-held Arizona seat and the Democratic-held seat in Montana remain too close to call.
Mississippi, which held a jungle primary on Tuesday, will hold a runoff election on November 27th for a special senate election. Republican Cindy Hyde-Smith is heavily favored to win.
The GOP is now projected to hold 52 seats in the 100-member Senate, compared to 45 for Democrats (including two Democrat-aligned independents), with 3 seats still to be called.
With their win in the House, the Democrats will gain new power that will allow them to challenge President Donald Trump for the next two years of his presidency.
Trump tweeted about the results shortly after 11:15 p.m. local time on Tuesday night.
"Tremendous success tonight. Thank you to all!" he wrote.

Trump was not expected to comment further on the election results as the White House had called a lid, meaning the president would not speak.

The first polls closed at 6:00 p.m. EST (1:00 a.m. Israel time) in most of Indiana and Kentucky.
Before Tuesday's vote, Republicans held 51 seats in the Senate, compared to 49 controlled by Democrats. These include two independents who caucus with the Democratic Party.
Of those seats, 35 were up for grabs. According to Fox News, 19 of these seats will likely remain Democrat, and another five that will likely remain Republican. Additionally, there are three seats that lean Democrat and three seats that lean Republican.

Although the exact size of the GOP majority is not yet known, a Republican Senate allows President Trump to continue shaping the federal judiciary, including possibly the Supreme Court, and provides a check against House Democrats who want to investigate and perhaps even impeach the president.

8. ATTORNEY GENERAL JEFF SESSIONS RESIGNS

US Attorney General Jeff Sessions announced Wednesday in a letter to President Donald Trump that, at the request of the president, he is resigning.
Trump has been furious at Sessions since he announced not long after his appointment that he was recusing himself from dealing with suspicions that Trump had cooperated with Russia in an attempt to tilt the presidential election in 2016.
For more than a year, Trump has openly attacked Sessions and said he would not have appointed him to the position had he known he would recuse himself from the Russian issue. As a result of this self-disqualification, Special Prosecutor Robert Mueller was appointed to investigate the suspicions against Trump.
This investigation became extremely burdensome for the president and branched out into many areas unrelated to the Russian issue.
In September, Trump said, "I do not have an Attorney General. It's very sad."
