Prime Minister Binyamin Netanyahu this morning landed in the Ndjamena, the capital of Chad.

He was received by an honor guard and welcomed by Chad Foreign Minister Mahamat Zene and other dignitaries.

2. BAR ASSOCIATION HEAD COMPLAINS TO POLICE OF STOLEN CELL PHONE

Retiring Bar Association Chairman Attorney Effi Naveh filed a complaint this morning with the police about the theft of his cell phone.

The complaint relates both to the device's theft and as he claims to hacking and using the contents contained therein.

The complaint was filed on Naveh's behalf by his attorney Boaz Ben-Zur, stating the device that was breached was "a private, password-protected mobile phone that shouldn't be in the hands of anyone other than Mr. Naveh. No one has permission to make any use of it."

The complaint further states that "taking the device, breaking into it, receiving and holding it, examining it, and leaking the materials found in it are all clear criminal offenses that require police investigation."

The device was handed over to Army Radio reporter Hadas Shteif, who reportedly broke into the device with the help of experts and was exposed to its content.

Later, for fear that her actions would constitute a criminal offense, she came to an agreement, with the mediation of the Judge Advocate General's Office representing Army Radio, with the State Prosecutor's Office to transfer the device to the State Attorney's Office in return for immunity from prosecution.

Following the device's transfer the police opened an investigation against Naveh and against a judge and a lawyer on suspicion of involvement in the affair of sexual bribery in exchange for appointing judges.

Friday it was reported the State Prosecutor's Office warned the IDF radio station to stop using the private materials obtained from Effi Naveh's mobile phone, who is suspected of bribery, fraud, and breach of trust in the bribery-in-return-for-appointing-judges affair.

Haaretz reported the State Attorney's Office clarified that continued use of private materials may lead to criminal steps against her. The warning was given in light of the immunity agreement between the State Prosecutor's Office and the station's correspondent Hadas Shteif that prohibits the use of illegally obtained material.

According to the report, the source of the material transferred to police in the affair is Naveh's old cell phone. The device reached Shtief, who was helped by a man who broke into it. After consultation with the Judge Advocate General's Office, it was decided that materials would be transferred to the police.

Under the guidance of Deputy Attorney General Raz Nizri, the State Prosecutor's Office and Steif agreed she would receive immunity in exchange for handing over the device. As a result, the device was transferred to the National Fraud Unit of the Israel Police that was issued a search warrant for the phone.


3. US DEMOCRATIC LEADERS ACCUSE PRES.TRUMP OF HOLDING GOV'T HOSTAGE

US Democratic Party leaders rejected a compromise proposed by President Donald Trump and called on him to stop the partial suspension of the government that has been going on for more than four weeks.

According to Democratic leadership,Trump is holding the government and federal employees as "hostages".

Speaker of the House Nancy Pelosi tweeted, "What is original in the President's proposal is not good. What is good in the proposal is not original."

Pelosi argued that Trump's proposal was unacceptable, because it did not include any permanent solutions for immigrants who arrived in the United States as children (DACA) and those who came from disaster-stricken countries (TPS).

Chuck Schumer, Senate minority leader for the Democratic party, called Trump's proposal "one-sided and ineffective."

He added, "It was President Donald Trump who single-handedly took away DACA and TPS protections in the first place – offering some protections back in exchange for the wall is not a compromise but more hostage taking."


4. 'IT EXCITES ME TO HAVE A PART IN BUILDING THE LAND'

Arutz Sheva spoke with Emmanuel Council head Eliyahu Gafni and Council Director Yehuda Hendler about the Emmanuel Regional Council in Samaria's renewed building momentum.

Gafni presents a series of projects and goals for the next years of site development: "We're now breaking out, we're in the race," he says.

Council Director Yehuda Hendler notes recent Yesha Council data indicating the Emmanuel Council is the second largest in Judea and Samaria. In 2018 there was an increase of 6.5 percent, "second only to Efrat," Handler says.

Gafni relates that since entering office, 52 houses have been occupied, and now the Council is bidding for 50 additional villas, and "there are 116 more planned units in the background. There's great demand for it." In his speech, Gafni presents the plans for the municipal new industrial zones and notes that plans have already been approved and here too the demand is high, including among large companies.

"Over the past few years, we've seen a revolution in demand and in the interest that Emmanuel is arousing in the haredi community," says Hendler, who says that these things are felt in terms of demographic growth and growing demand for housing in the city.

The Council Head sees the growth rate as a snowball whose direction can already be identified. "It's gaining more and more layers, and quality."

Hendler notes that contrary to the image of the settler in the eyes of the Israeli public, one-third of the Jewish population in Judea and Samaria is haredi, and this sector is a very important element in settlement and holding the Land of Israel. "That's how we connect more and more populations."

"We have an interest in being part of the Land of Israel," Gafni says of the first encounter with settlement leader Ze'ev Hever, Zambish: "With his first handshake, and anyone who knows knows - he has a strong handshake - I told him you have an opportunity to integrate the religious and haredi public. Use this leverage if you want to reach a half-million people in Judea and Samaria, and you have a partner here and we can do things together.

"The prices here are very attractive, the place is kept and nice, and there's peace and tranquility that I don't know if there is in any other place. There are new roads here and a lot of investment, there are the heads of the surrounding councils who take care of us," says Gafni, and Hendler notes that many housing units that were approved in the past did not come out and now the council has set a goal of exploiting these permits and for the next five years to double Emanuel and simultaneously prepare building reserves for the future."

Gafni also mentions the coalition cooperation that includes a "wall-to-wall coalition" as he puts it that allowed the budget to be transferred quickly. "When I sign a Form Four for building approval, it moves me that I have a part in building the Land of Israel, and even more exciting is that everything comes with agreement. Unity is very important to me.

"We're telling the haredi public, you can find your place in Emmanuel; there's a rich and varied community here with all the educational institutions that you need, with a haredi character, a place that feels like home, family, and adherence to haredi principles that are important to the haredi public," and the Council head promises that in another year or two completely different maps will be seen on his office wall, expressing the momentum of construction and development in the Council.

5. POLL: LIKUD WINS 32 SEATS

A new poll by Channel 12's "Meet the Press" program gives the Likud Party 32 seats if Tzipi Livni's "Hatnua" and Yair Lapid's "Yesh Atid" run together.

The poll shows that Hatnua/Yesh Atid would win 17 Knesset seats, Gantz's Israel Resilience 12 seats, Labor 8 seats, Bennett and Shaked's New Right 8 seats, United Torah Judaism 7, and Ahmed Tibi's Ta'al party 6 seats.

Shas wins 6 seats, Odeh's Hadash/Balad 6, Yisrael Beytenu with 5, Meretz 5, Gesher 4, Kulanu 4, and the Jewish Home does not pass the threshold.


6. SYRIAN STATE TV: EXPLOSION SOUTH OF DAMASCUS; CASUALTIES

Al Arabiya quotes Syrian State TV reporting an explosion in Syria's al-Motahalik al-Janobi area south of Damascus this morning.

The Syrian Observatory for Human Rights reported casualties.

"Explosion heard around the southern highway in Damascus area, first reports suggest a terrorist act," the broadcaster said.

They also reported injuries, without further details.

Also known as the Southern Bypass, Al-Motahalik al-Janobi is one of Syria's largest highways and connects Damascus to Eastern Ghouta.

8. ISRAEL STEPS UP FIGHT AGAINST UNRWA

A closed discussion was held a few weeks ago at the National Security Council in the Prime Minister's Office about the plan to remove UNRWA institutions from eastern Jerusalem, Channel 12 News reported on Saturday night.

According to the report, the motivation for this discussion was US President Donald Trump's decisions against the UN agency for "Palestinian refugees".

The United States, the largest single contributor to UNRWA, announced last August that it would end its $350 million a year funding for the agency, describing the organization as an "irredeemably flawed operation".

According to Saturday's report, during the discussion in the Prime Minister's Office, a dramatic decision was taken: To take in practice the plan of the former mayor of Jerusalem, Nir Barkat, regarding UNRWA institutions in the city, and to implement the part that relates to education as early as next year.

This means that UNRWA schools will no longer be given permits and licenses to operate in eastern Jerusalem and will be replaced by municipal schools. According to the report, there is already a plan to lease new buildings or, at least, to install temporary buildings that will serve as schools.

In this way, the National Security Council hopes that the process in which pupils in eastern Jerusalem will study under an Israeli framework will be completed. While there are obstacles in the form of elections, money, the municipality and the Ministry of Education, the decision has been made, according to the report.
