1. FRENCH AMBASSADOR SUMMONED FOR REPRIMAND
by Yoni Kempinski
French Ambassador to Israel Hélène Le Gal was summoned on Monday to Israel's Foreign Ministry for a dressing down after a outgoing French Ambassador to the United States Gerard Araud called Israel an "apartheid state."
Le Gal, who met with Rodica Radian-Gordon, was harshly reprimanded for Araud's interview with the The Atlantic, in which he criticized US President Donald Trump's "deal of the century" and said the plan allows "the more powerful [party]" to "impose terms on the weaker party."
"That's the basis of Jared Kushner's [peace plan]," he said then, adding that "it will be a proposal very close to what the Israelis want."
If Israel makes residents of the Palestinian Authority citizens of Israel or stateless, he explained, that would be "an apartheid" and "there will be officially an apartheid state. They are in fact already."
All Israeli officials have been banned from meeting Araud, who is expected to arrive in Israel in the coming days.
2. NETANYAHU BRISTLES OVER HAREDI LAWMAKERS' DEMANDS
by David Rosenberg
As negotiations begin for the formation of the 35th Government of Israel, Prime Minister Binyamin Netanyahu is warning that haredi lawmakers are making "excessive demands" which cannot be realistically met, Israel Hayom reported Tuesday morning.
This week, faction leaders met with the Likud's negotiating team, kicking off talks towards the formation of the next government.
With Netanyahu expected to form a narrow coalition government with 65 MKs from the six right-wing and religious factions – Likud, Kulanu, Yisrael Beytenu, Union of Right-Wing Parties, Shas, and United Torah Judaism – each potential coalition partner, with the exception of Kulanu, will be necessary for reaching the 61-MK minimum for a majority government.
That has emboldened faction leaders to press the Likud for major concessions, either on the future government's agenda or with regard to the distribution of ministries.
The Union of Right-Wing Parties, which won just five seats, compared to the eight seats its member factions won in 2015, is pushing to retain the Education and Justice ministries – while also demanding that the government include annexation of some Israeli towns in Judea and Samaria in the coalition's agenda. During the previous Knesset, the party also held the Agriculture Ministry – but is now seeking the Housing Ministry.
Kulanu, which plummeted from 10 to four seats, has asked to retain the powerful Finance Ministry, while Yisrael Beytenu has demanded it return to the Defense Ministry, which party chairman Avidgor Liberman left last November.
But the most greatest demands have been levelled by the two haredi factions – Shas and United Torah Judaism – which have called for significantly more influence in the next government, demanding a total of seven ministries between the two parties, compared to just three held by the two factions in the previous term.
Shas, which rose from seven seats to eight, has requested three ministries and a deputy minister, while UTJ, which rose from six seats to eight, has called for a total of four ministries – though in keeping with the party's policy of not officially accepting ministerial positions, its representatives would serve as deputy ministers.
According to Israel Hayom, Prime Minister Netanyahu has balked at the demands of the two haredi factions, telling his inner circle that the terms offered by the two parties were excessive.
The two parties have also, according to Kikar Hashabbat, demanded a deputy minister for Shas and control of a number of powerful Knesset committees, including the finance committee (currently held by UTJ), and the constitution and law committee (currently held by the Jewish Home).
3. IT'S OFFICIAL - AMAZON.COM IS OPENING UP SHOP IN ISRAEL
by David Rosenberg
The online retail giant Amazon.com is poised to open operations in Israel, following years of speculation.
On Tuesday, a number of Israeli companies reported that Amazon had reached out to them, offering them to sell their goods via the Amazon.com online marketplace.
Under Amazon's local delivery program, Israeli merchants will be able to offer their products through the Amazon.com website, selling to customers in Israel.
In this arrangement, the deliveries will be fulfilled by the merchants, rather than through one of Amazon's shipping centers.
The new operation in Israel will allow customers in the Jewish state to receive items ordered from local merchants within three-to-five days by standard shipping, or two-to-three days with expedited shipping.
There is no word at this stage, however, about plans for opening an Amazon distribution center in Israel. The Seattle-based retail giant floated the idea back in 2017, engaging in talks for the possible acquisition of warehouse space needed for storing products before they're shipped to customers in Israel.
Earlier that year, Amazon announced it was opening new offices in Israel for its research and development operations.
But some experts say that while Amazon has made no official announcement, its latest moves suggest the company is likely preparing to open full-scale operations in Israel.
Odelia Orbach, co-chief executive officer of e-Community, said the latest move was a "first step" towards opening full operations in Israel, Yediot Ahronot reported.
E-Community founder Nir Zigdon said, according to Globes, that Amazon.com had in the past launched overseas operations in steps, beginning with offering local merchants an opportunity to sell on its marketplace – and ending with full-scale operations.
"Amazon always starts with shipments by the merchant in the first step. We saw this happen in Australia, India, and now in Amazon Turkey."
The next step, added Zigdon, is the opening of warehouses and logistics centers.
"Also this is a clear announcement that Amazon is making its way to Israel with giant steps, quietly but confidently, and that it is interested in the Israeli market."
4. 3 AMBASSADORS TO LEAD US DELEGATION AT MARCH OF THE LIVING
by Arutz Sheva Staff
On May 2 in Krakow, Poland, eight U.S. government officials will come together to lead, for the first time ever, an official delegation to the annual March of the Living at the Auschwitz-Birkenau concentration camps. The three co-chairs of this delegation are U.S. Ambassadors to Poland, Georgette Mosbacher; to Israel David Friedman; and to Germany Richard Grenell.
"This initiative, spearheaded by the three co-chairs", US officials explain, "illustrates the U.S. government's tireless efforts to combat anti-Semitism wherever this ugly scourge may appear. Thousands of students from around the world, including almost 6,000 from the U.S. alone, will participate in the march and will learn firsthand the commitment that the U.S. government brings to the task of countering anti-Semitism".
Ambassador Friedman said: "Anti-Semitism is one of the oldest forms of hate on this planet. It's taken many shapes and sizes — the worst of it being here at Auschwitz-Birkenau — and the world can never rest even in this modern day and age in our fight against it. The U.S. government is always ready to do battle against anti-Semitism and those who peddle this vile hatred, wherever it may exist – whether at book fairs in Europe and the Middle East where you can still find copies of the "Protocols of the Elders of Zion" and "Mein Kampf'; online where hate forums still flourish; or with people such as the shooter in Pittsburgh or most recently, the shooter at a Chabad synagogue in Poway, CA, who still seek to perpetrate violent acts against Jewish people merely because of their faith. We won't stop and we won't rest until we can shine the light in these dark corners and root it out forever. The most important thing we can do is continue to educate our young people, and help them understand why this hate is so hurtful and painful to so many people around the world. That is why we think it's so important to have these U.S. ambassadors marching with students on May 2, in solidarity and in example to them. We can't make everyone love one another, but we can try to get people to understand our differences just a little bit more, since so much of this hate is bred from ignorance and misunderstanding."
The rest of the delegation includes U.S. Ambassadors from Spain (Duke Buchan III), the Holy See (Callista Gingrich), and Switzerland (Edward McMullen, Jr.); as well as the Special Envoy to Monitor and Combat Anti-Semitism Elan Carr; and the Chairman of the U.S. Commission for the Preservation of America's Heritage Abroad Paul Packer.
Ambassador Grenell added that,"After the synagogue massacre in Pittsburgh last year, the President said, 'It will require all of us working together to extract the hateful poison of anti-Semitism from the world.' The U.S. delegation to the March of the Living reflects that commitment. Our presence bears witness to the fact that anti-Semitism is not a relic of the past, but an evolving and continuing threat to democracy, freedom, and the Jewish people. We remain committed not only to the memory of the Holocaust in Europe, but to combating anti-Semitism in Europe, the Middle East, and the United States today."
Ambassador Mosbacher stated, "U.S. engagement in the March of the Living reflects a commitment to the legacy of Holocaust survivors and to Jewish life around the world. The United States will always be committed to the post-Holocaust imperative, "Never Again." We bear the responsibility to examine the lessons of the past and to ensure that the atrocities, which occurred during this exceptionally dark period in history, never befall us again. This assembly is a public declaration of the United States' stand against anti-Semitism. In response to escalating anti-Semitic incidents at home and abroad, this delegation demonstrates that the United States will not stand for discrimination, threats or violent acts against the Jewish people. A diverse, tolerant and inclusive society is the fabric of our nation and the foundation of the global community we strive to build, based on shared values, open dialogue, and mutual respect."

A public funeral was held on Monday for Lori Gilbert-Kaye, the woman who was shot and killed while attending a Passover service at Chabad of Poway on Shabbat.
Kaye was standing in the lobby of the synagogue just before 11:30 a.m. when she stepped between Rabbi Yisroel Goldstein and the gunman who fired several shots from what police described as a rifle.
Her husband, Dr. Howard Kaye, told the congregation that he performed CPR on his wife and that she died quickly.
"She did not suffer," he said reassuringly, according to CBS News.
Kaye described the gunman as "lower than an animal" who was likely raised on a diet of blood and gore.
At one point, he admitted that his thoughts were coming to him so quickly he was having trouble organizing them but he wanted to share the story of a peace pole his wife had erected at their home. The pole had a message "Peace prevail on Earth" in five different languages.
"My wife was a person. Is a person who did so much good in her life. Whatever good she did always turned out. And whatever I did that might not have been good, she repaired and made me look good," he said.
Kaye's daughter, Hannah Kaye, said she chose to a pink dress of her mother because she said her mother was a rainbow, her greatest advocate and her dancing partner.
"Our story was, is and will forever continue to be nothing short of extraordinary and remarkable," she said.
"My mother gave me every opportunity I could have dreamed of. All of who I am today is a result from the experiences we had together."
A friend recalled how Kaye was a large supporter of President Donald Trump, always had a gift to give a friend or loved one and watched several cable news channels and read several newspapers.
"Lori died on Shabbat. Lori died on Passover. Lori died in a synagogue. And Lori died saving our Rabbi," her friend said, according to CBS News.
At the end of the service, Rabbi Goldstein said the congregation would continue to work to make the world a better place and will continue to hold services in the face of danger.
"We don't go down for one moment. We don't allow anyone – no terrorist, no murderer, no evil – to shut us down," he stressed.
Earlier on Monday, the shooter, John Earnest, was formally charged with murder and attempted murder, with hate crime allegations.
Prior to the attack Earnest had published an anti-Semitic screed online in which he claimed responsibility for an arson attack against a mosque in the area weeks earlier.
Police investigating the shooting attack say Earnest acted alone and was not part of any organized group.
6. HOW CHABAD RABBI SAVED HIS CONGREGATION FROM SLAUGHTER

The rabbi of the San Diego-area synagogue targeted by a gunman over the weekend managed to save his congregation and prevent a massacre, relatives say.
On Saturday, 19-year-old San Diego man John T. Earnest burst into the Chabad of Poway synagogue north of San Diego and opened fire on congregants.
Four people were wounded in the attack, one of them - 60-year-old Lori Gilbert Kaye – fatally.
Among the wounded was 57-year-old Rabbi Yisroel Goldstein, the spiritual leader of the congregation.
In newly revealed details of the shooting attack, it appears that Rabbi Goldstein was instrumental in preventing Earnest from carrying out a massacre at the synagogue.
According to his sister, Rabbi Goldstein managed to hold the gunman's semiautomatic rifle at the entrance to the synagogue, preventing him from shooting directly at the congregation.
"Yisroel was coming out of the bathroom, washing his hands, getting ready for Yizkor. As he's coming out to wash his hands, he sees this maniac in the foyer. He wasn't even in the shul [synagogue] yet. He had just walked in the hall - the shooter - and Yisroel sees suddenly that this maniac just shot - he just saw this lady fall down, the one that he killed."
"Yisroel looks at him and grabs with his two hands the gun to stop him from continuing to shoot, because he was about to continue shooting in the shul [synagogue]. So Yisroel is actually a hero. He protected his shul. He grabbed the gun, holding onto it tight. The guy shot the gun, and it actually ripped off his two middle fingers. So he was in surgery for about eight hours today, and they're no longer able to do anything for his fingers - he's missing those fingers. He gave that up to protect his shul."
"When he grabbed the gun as the shooter was ready to shoot at Yisroel, the gun jammed after it shot his fingers. In that moment of the jam, whoever was standing nearby was an off-duty police officer who came to say Yizkor. He grabbed his gun and immediately started chasing the shooter out of the shul, until the shooter got into his car."
"Yisroel stopped further shootings in his shul. He happened to be there at that moment. He said it was a miracles upon miracles, because kids were running all over."
In addition to Lori Gilbert Kaye, who was fatally wounded in the attack, and Rabbi Goldstein, who lost two of his fingers, two Israeli immigrants to the US were also wounded. Neither suffered life-threatening wounds.
An online manifesto attributed to the gunman, John Earnest, praised the perpetrator of the shooting attack at the Tree of Life synagogue in Pittsburgh. The Pittsburgh attack took place exactly six months to the day before Saturday's shooting.
In the manifesto attributed to Earnest, the suspect also claimed responsibility for a recent arson at a local mosque.

Rabbi Yisroel Goldstein spoke out Sunday on the deadly attack on his synagogue in the San Diego metropolitan area which left one woman dead and three people wounded over the weekend.
Speaking with NBC News, the 57-year-old rabbi and spiritual leader of the Chabad of Poway synagogue recalled the moment he stood face to face with the gunman, John T. Earnest, before being shot and losing two of his fingers.
"As soon as I walked in through the banquet hall, I heard a large bang, a large noise, and I didn't know what it was. I thought that maybe Mrs. Lori fell or the table fell. I turned around and I was face to face with this murderer, this terrorist, who was holding the rifle and looking straight at me. As soon as he saw me he started to shoot towards me. That's when I put my hands up, and that's when my fingers got blown away. Then he continued on and just killed Lori Kaye right there on the spot."
"I turned around and saw a group of children in the banquet hall, including my granddaughter. And I just ran, herded all the kids together and got them outside…got everyone outside of the sanctuary to safety. Fortunately, there's an off-duty patrol officer during services who came in pursuit of the terrorist."
Rabbi Goldstein went on to describe Lori Kaye as a "pioneering family member" of the Chabad congregation and "an activist" who had helped build the synagogue for decades.
"She was just a kind soul. Everyone in the community knew her. She was the kind of person who was the first to be everywhere."
"She's such a dear friend. I've known her for 33 years. I'm so heartbroken and saddened by these killings."
The rabbi vowed that the congregation would not be "intimidated" by the attack, saying that terrorism "will not win".
"We will not be intimidated or deterred by this terror. Terror will not win. As Americans, we cannot cower in the face of the senseless hate in this anti-Semitism."
8. DISHONORABLE DISCHARGE FOR RESERVIST WHO HIT LEFTIST OPERATIVE
by Mordechai Sones
The IDF dishonorably discharged a reserve soldier who last year swatted a Ta'ayush Organization operative in the southern Hevron hills.
The Military Advocate General wrote to Adv. Itay Mac, representing the operative who was slapped, that the soldier "acted improperly" and that he should not be summoned for reserve service in the future.
According to the Ha'aretz report, the soldier slapped the Leftist in August 2018, escorting Arabs to harvest in their orchards near Pnei Hever, along with other Leftist operatives. In the video of the incident, taken by the Leftists themselves, the reservist was heard saying, "There's Anarchists Against Walls, there's the Gangs, there's the March of Traitors - which are you?"
After the incident, the soldier wrote on Facebook that "Some people still do reserve duty, and then there are people whose hobby is to photograph, harass, and curse soldiers on Shabbat morning. Thanks to this pair, I'm finishing my reserve duty, after I was at home on vacation at the expense of the army, while my comrades in the company were doing guard shifts and round-the-clock patrols.
"Help me isolate these people, that anyone who gives them livelihood but supports IDF soldiers won't keep them in their employ, or that he won't patronize places where they work."

by David Rosenberg
President Donald Trump on Monday lauded the rabbi of the synagogue hit by a shooting attack on Saturday, following a phone call in which he offered his condolences for the death of a veteran member of the community.
"I spoke at length yesterday to Rabbi Yisroel Goldstein, Chabad of Poway, where I extended my warmest condolences to him and all affected by the shooting in California," the president tweeted Monday. "What a great guy. He had a least one finger blown off, and all he wanted to do is help others. Very special!"
Earlier on Monday, it was reported that President Trump called Rabbi Goldstein, who has been hospitalized after being shot in the April 27th attack.
During the call, Trump offered his condolences over the death of congregant Lori Gilbert-Kaye, 60, who was killed when the 19-year-old gunman John. T. Earnest, opened fire in the foyer of the Chabad of Poway, just north of San Diego.
Rabbi Goldstein said the president noted his family ties to the Jewish people and his strong support for Israel.
He was amazing," said Rabbi Goldstein, "I have never spoken with a president of the United States before."
When Rabbi Goldstein asked Trump "What are you doing about the anti-Semitism?", the president responded: "You know, I have a son-in-law that is Jewish, my daughter is Jewish, my grandkids are Jewish. I love Israel and I support Israel. I just annexed the Golan Heights and I moved the embassy. My love is for the Jewish people."
"I never such words from any president before," Rabbi Goldstein said. "He was so kind and so generous with his words."

2. UNITED RIGHT: NO COMPROMISE ON JUSTICE, EDUCATION MINISTRIES
by Hezki Baruch
New Knesset members on Monday arrived at the Knesset in order to learn about the parliamentary work expected of them in the 21st Knesset.
Rabbi Rafi Peretz, who heads the United Right list, told Arutz Sheva: "This is a meaningful day. We're very happy, it's a great honor, to join Israel's Knesset as a member. We're learning a bit what the Knesset is, about the unique things there are here. I think people in the Knesset have a huge influence on what happens in the State of Israel."
"As Religious Zionists, we intend to work, to talk about it, and to influence the social agenda, Zionism, our sovereignty over this land, the connection between religion and state. In all of these issues we definitely intend to present the great vision we believe in, out of enormous love and appreciation for the nation."
Rabbi Peretz also emphasized that his party would not compromise on its demands to receive both the education and justice portfolios.
"We will fight for these portfolios," he said. "I think we deserve them, we're not asking for a favor. It is unthinkable that everyone will continue to receive what they had previously, and only we, who traditionally receive the education portfolio and who had the justice portfolio in the last Knesset [won't receive it]. It's unthinkable that these portfolios will be taken [away from us]. We have six Knesset members. I, G-d willing, will be Education Minister, and my good friend Bezalel [Smotrich] will be Justice Minister."
Rabbi Peretz also rejected reports that Israeli Prime Minister Binyamin Netanyahu does not intend to appoint Smotrich as Justice Minister.
"I see it as a spin," he said. "I don't know where it came from but that spin is inappropriate considering we haven't started negotiations. Nothing has been decided for anyone, including us. First of all they have to listen to our demands, we can talk, it's negotiations, we think about things, but our stance is very clear and it's not up for debate: We came to change things in the State of Israel. Both regarding education and regarding justice. We have what to say and I think it'll be a huge blessing for the State of Israel."
"In education, we will deepen the Israeli and Jewish identities in every one of Israel's precious children, and in the Justice Ministry, we will set clear boundaries for the Supreme Court, for where justice is given, and for the Legislative Authority."
3. TERRORIST ATTACK ON ISRAELI BUS IN SAMARIA
by Arutz Sheva Staff
Two Palestinian Arab terrorists opened fire on an Israeli bus in northern Samaria Monday morning, prompting IDF forces to return fire.
The incident occurred on Route 585 near Tel Dotan (Dothan) southwest of the Palestinian Authority-controlled city of Jenin in Samaria, when two terrorists opened fire on a bus carrying students from a pre-army academy on a field trip.
Israeli army forces escorting the bus returned fire on the terrorists, wounding one.
The second terrorist escaped and remains at large.
The terrorist wounded during the attack was treated at the scene and evacuated to Hillel-Yaffe Hospital in Hadera, where he is listed in serious condition.
No injuries were reported among the Israeli civilians or IDF soldiers at the scene.
4. PA REFUSES MONEY FROM ISRAEL, PROTESTING TERROR DEDUCTIONS
by Arutz Sheva Staff, AFP
The Palestinian Authority on Monday restated its refusal to accept tax revenues collected on its
behalf by Israel so long as the Jewish state deducts millions of dollars, as part of Israel's policy of punishing the PA for its funding of terrorism.
"Our position is as it was: We will not receive any money from Israel if it is incomplete," Palestinian Authority chairman Mahmoud Abbas told the weekly cabinet meeting in of Ramallah.
"This is something we will not accept at any cost."
Israel collects around $190 million a month in customs duties levied on goods destined for Palestinian Authority markets that transit through Israeli ports, and then it transfers the money to the PA.
In February, the Jewish state decided to deduct around $10 million a month from those revenues, corresponding to the amount it said the PA paid families of terrorists killed during attacks on Israelis, or directly to terrorists serving time in Israeli jails.
The Palestinian Authority responded by saying it would refuse any funds where deductions had been taken.
Israeli public radio reported Monday that a month's payment -- minus the $10 million deduction -- had recently been transferred to PA bank accounts, in the hope the authority would quietly accept payment.
But after two weeks, the radio said, the money was returned to the Israeli finance ministry.
Israel sees the payments to those who have carried out attacks against Israelis as encouraging further violence.
The PA describes the payments as a form of welfare.
The Arab League pledged last week to provide the PA with $100 million monthly, potentially averting a financial crisis caused by the row.
Abbas on Monday called on the body to honor that pledge, averting a crippling financial crisis.
"We do not have high hopes, but perhaps the amount could be considered a debt that we return as soon as Israel returns" the money, he said.
5. THE MAN WHO TERRIFIED SYNAGOGUE SHOOTER - AND ENDED THE ATTACK
by David Rosenberg
A military veteran praying at the Chabad of Poway just north of San Diego on during the shooting attack Saturday was instrumental in putting an end to the deadly attack which left one member of the congregation dead and three more wounded.
When 19-year-old John T. Earnest opened fire on worshippers at the Chabad of Poway Saturday, 51-year-old Oscar Stewart, a veteran of both the US Army and Navy, dashed to the synagogue foyer and charged Earnest, forcing him to flee the scene – effectively ending the attack.
Earnest, who according to an online manifesto published in his name just before the attack accused Jews of plotting the genocide of "the European race", burst into the synagogue during Sabbath prayer services Saturday morning and opened fire.
First hit was 60-year-old Lori Gilbert Kaye, a woman described by the congregation's leader Rabbi Yisroel Goldstein as an "activist" who was heavily involved in the establishment of the synagogue. Kaye was fatally wounded in the attack, and was pronounced dead after being evacuated to a local hospital.
Three others, including Rabbi Goldstein, were also wounded in the attack. Rabbi Goldstein, who struggled with Earnest and attempted to pull the gun away from the shooter, lost two of his fingers during the shooting.
The rampage finally ended when Stewart charged the gunman, screaming so loud witnesses say it sounded like a "chorus of four or five men" – a sound so loud a priest at a nearby church heard it. A former army staff sergeant, Stewart served in the US Navy from 1990 to 1994, then enlisted in the Army after the September 11th attacks in 2001, and served in Iraq in 2003.
According to The Daily Caller, which spoke with Stewart and his wife, Stewart rushed the gunman, threatening to kill him.
"Get down!" Stewart screamed. "I'm going to kill you!"
Stewart says he "scared the hell" out of the shooter, forcing him to flee.
"I knew I had to be within five feet of this guy so his rifle couldn't get to me. So I ran immediately toward him, and I yelled as loud as I could. And he was scared. I scared the hell out of him."
"When I came around the corner into the lobby area, I saw the individual with a gun, and he fired two rounds. And I yelled at him and I must have yelled very loud, and he looked at me, and I must have had a really mean look on my face or something, because he immediately dropped his weapon and turned and ran. And then I gave chase."
"Looking back, it was kind of a crazy idea to do, but I did it."
The gunman ran out to his car, with Stewart in hot pursuit, pounding on the vehicle.
"I thank God for giving me the courage to do what I did," Stewart told NBC7 San Diego. "I don't think there's any other reason other than God gave me the courage to do it."
"I focused on the rifle to make sure it didn't come up. Once I saw it go down I just ran at him and he turned and ran. I just chased him the whole time. When he saw me he had a scared look on his face. I punched the car because I saw him looking like he was going to pick up the rifle again. So I punched the car as hard as I could, and he dropped [the gun]."

6. ONE DEAD, THREE INJURED, IN SAN DIEGO SYNAGOGUE SHOOTING

Multiple people were injured Saturday in a shooting at the Chabad of Poway synagogue. Poway is approximately 20 miles north of San Diego.
The attack occurred at just prior to 11:30 a.m. local time.
All four of the patients were sent to the Palomar Medical Center.
60-year-old Lori Gilbert Kaye was identified as the woman who was murdered in the shooting attack.
Three other people were injured in the shooting attack. The suspected shooter was apprehended.
The Daily Beast reported that two children were among those wounded in the shooting. Poway Mayor Steve Vaus told CNN that members of the congregation engaged the shooter to prevent further violence, and added that the community was targeted by "someone with hate in their heart."
"I can tell you that it was a hate crime, and that will not stand. This community will come together," he told MSNBC.
Eyewitness reports said one of the injured is the congregation's Rabbi Yisroel Goldstein, who was shot in his hand and lost two of his fingers.
According to the San Diego Sheriff's office, deputies investigated reports of a man with a gun, and a man was detained for questioning in connection with the shooting incident.
"We don't believe there are any other suspects," a spokesperson for San Diego police told The Daily Beast.
According to officials, the suspect is a 19-year-old adult white male from San Diego. Initially, he fled the scene, but later surrendered to police.
Minoo Anvari, a member of the congregation, told NBC 7: "It's a very important celebration for us. There's lots of people inside, they're praying. Everybody was crying and screaming."
She also said her husband was inside during the shooting and told her someone came in and started cursing and shooting.
Israeli Consul in Los Angeles Avner Saban is investigating whether any Israelis were at the scene of the attack.
Jewish Agency Chairman Yitzhak Herzog responded: "The anti-Semitic attack at @Chabadpoway in California is horrifying. We @JewishAgency are closely following events and mourn the loss of life & pray for the speedy recovery of the injured. It's immoral to attack people of any faith at any place of worship. It must be stopped!"
Israeli Ambassador to the United Nations Danny Danon said, "The words, the demonstrations, and the caricatures turn into shootings against worshipers in synagogues. The disease of anti-Semitism continues to rear its head and claim victims. This is the time for action, for determined war and not for weak and hollow condemnations which allow the forces of hate to reignite dark periods in history."
The Poway attack comes exactly six months after 11 worshipers were killed in a shooting attack on a Pittsburgh synagogue.

60-year-old Lori Gilbert Kaye is the woman who was murdered in the shooting attack at the Chabad synagogue near San Diego on Saturday.
Three other people were injured in the shooting attack. The suspected shooter was apprehended.
Minister of Diaspora Affairs, Naftali Bennett, this morning commented on the death of Kaye, who sadly succumbed to her wounds sustained in the brutal terror attack on the Chabad synagogue in Poway, California during Saturday morning prayers, on the last day of Passover there.
Minister Bennett labelled Lori a hero of the Jewish people, and noted, "As more details emerge of the abhorrent attack in Poway Chabad in California, in Israel we are waking up to hear of a great tragedy for all the Jewish people.
He stressed, "Lori Gilbert Kaye, of blessed memory, is a Jewish hero, and will be remembered as a hero in Jewish history. She sacrificed her own life, throwing herself in the path of the murderer's bullets to save the life of the Rabbi. But it is clear that such heroism and good deeds are not only characteristic of dear Lori in death, but this is the way she lived her life - at the heart of her community, constantly doing charity and good deeds for those in need. She has been described by those who knew her as an 'Eshet Chayil', a 'Woman of Valour', and I would add, a true Hero of Israel."
"Our thoughts and prayers are with her husband and daughter, may they find great comfort in Lori's tremendous example and courage."

Sri Lankan media on Saturday aired footage from security and street cameras in Colombo, Sri Lanka, showing how the suicide bombers entered the hotels before blowing themselves up.
A total of 253 people were killed in Sunday's series of six nearly-simultaneous bombings. A seventh attack occurred later the same day.
ISIS later claimed responsibility for the attacks.
The footage shows the suicide bombers examining the area, looking to the sides and choosing the exact spot from which each would carry out his attack.
Authorities initially estimated that the number of people killed was over 350, but later dropped the number due to many body parts being counted more than once.
"Some of the bodies get severely damaged in these kinds of explosions and it's possible for some bodies to get completely destroyed or break into parts, making the identification of full bodies difficult," CNN quoted a Health Ministry statement as saying. "Hence, counting an exact death toll is challenging."
3. MASSIVE TERROR ATTACK AROUND ELECTION DAY THWARTED
by Arutz Sheva Staff
The Shin Bet and the IDF recently discovered a terrorist operative in Judea and Samaria enlisted by senior Hamas terrorists from the Gaza Strip to carry out a serious terrorist attack near election day on April 9, 2019.
In the course of exposing the plot, Yihya Abu Dia, a 23-year-old resident of the village of A-Zayyim east of Jerusalem, who is identified with the Hamas terrorist organization, was arrested on March 31.
In his Shin Bet interrogation to date, it was found that Abu Dia had been in contact with senior Hamas operatives in the Gaza Strip via the Internet, was recruited for military activity and agreed to carry out missions and serve as a suicide attacker.
As part of his ties with Hamas operatives in the Gaza Strip, Abu Dia was asked to buy a car and rent a storage room in order to prepare a car bomb and to monitor the best point for an attack in the Ma'aleh Adumim area, where there is a high concentration of buses, civilians and soldiers.
Abu Dia followed instructions, carried out observations on busy sites, and reported to his superiors, who chose the "best" point and conveyed instructions on how to carry out the attack quickly.
As part of the preparations for the suicide bombing attack, Abu Dia was asked by the Hamas operatives from the Gaza Strip to film a final testament in the name of the military wing of Hamas. He planned to film the clip before he went to the attack wearing a Hamas military band, and for this purpose purchased a tripod for filming.
In the coming days, an indictment will be filed against Abu Dia.
A senior Shin Bet source said, "Hamas' terrorist infrastructure in the Gaza Strip is constantly recruiting Hamas operatives from the Judea and Samaria region to carry out murderous terrorist attacks in order to destabilize the security situation in the region. This activity of the military wing of Hamas joins a long list of attempted terrorist attacks under the direction of Hamas in the Gaza Strip by recruiting operatives in Judea and Samaria, that have been thwarted by the Shin Bet in recent years and have so far led to the imprisonment of many. The Shin Bet security service and security forces will continue to act to prevent terrorist attacks by Hamas in advance."
4. ISRAELI NGO DEMANDS ISRAEL REVOKE BDS-FOUNDER'S RESIDENCY STATUS
by Arutz Sheva Staff
Betzalmo, an Israeli Human Rights NGO has appealed to Israel's Attorney General and Minister of the Interior to cancel BDS-founder Omar Barghouti's residency permit.
Two weeks ago Omar Barghouti was refused entry into the United States because of his role as founder and chairman of the anti-Israel boycott, divestment and sanctions (BDS) movement.
In a letter dated April 24, 2019, Betzalmo inquired with the Minister of the Interior how is it possible that the USA prevents a boycott leader from entering its territory, while the Israeli government continues to grant him a residency permit allowing him to receive benefits from the State of Israel.
"A recent law authorizes the Minister of the Interior, with the approval of the Attorney General, to revoke residency for anyone who harms state security or violates allegiance to the state, or endangers public peace," Betzalmo noted.
"Undoubtedly Barghouti's leadership of the boycott movement against all citizens of the State of Israel severely harms the State of Israel and is a blatant breach of allegiance, as well as a threat to Israel's security and defense by pushing for an arms embargo against Israel.
"In addition, the BDS movement collaborates with terrorist organizations, so there is undoubtedly an indirect link between Mr. Barghouti and terrorist organizations."
Betzalmo CEO Shai Glick said:
"The State of Israel is a democratic and liberal state, but it must, in the name of democracy and liberalism, defend itself and its citizens. A determined struggle against the boycott constitutes true defense of the citizens of the State of Israel.
"We cannot demand from our allies in the world to prevent the entry of a boycott activist and to prevent conferences of boycott organizations, while allowing those leading BDS activists residency in Israel, giving them State benefits and a platform. We are certain that the Interior Minister and the Attorney General will act with determination and immediately revoke Mr. Barghouti's residency so he will be able to disseminate his toxic teaching only outside Israel."
5. TWO PRISONERS RETURNED TO SYRIA
by Arutz Sheva Staff
Following the transfer of IDF soldier Zachary Baumel's body from Syria to Israel, Israel released two Syrian prisoners held in Israel Sunday morning.
The IDF Spokesperson confirmed that the two Syrian prisoners had been transferred to the Red Cross through the Kuneitra crossing on the Golan Heights.
The first prisoner released was Hamis Ahmad, 35, a Fatah terrorist from the Yarmuk refugee camp in Syria who was captured in April 2005 for attempting to infiltrate an IDF base in the southern Golan Heights and harm soldiers.
After one of the IDF officers managed to subdue him, Ahmad was arrested, and he related that he had planned to kidnap a soldier. He was sentenced to prison until 2023.
The other prisoner is Zidan Tawil, 57, a resident of Khader, Syria, who was imprisoned in Israel after being convicted of drug smuggling. Tawil was arrested in July 2008 and was expected to be released this July.
Three weeks ago, Baumel was buried in the military cemetery on Mount Herzl, 37 years after he was declared missing in the aftermath of the Battle of Sultan Yaqub. According to Arab reports, the body was found in the Yarmuk refugee camp near Damascus.
6. RABBI CONTINUED SERMON AFTER BEING SHOT
by Gary Willig
The rabbi of the San Diego synagogue where a woman was murdered in a shooting attack Saturday continued his sermon even after being shot, the Los Angeles Times reported.
Rabbi Yisroel Goldstein continued to console his congregants after he was shot in the hand, his congregants said following the attack.
Synagogue member Minoo Anvari told CNN that Rabbi Goldstein "did not leave his congregation until he was finished speaking to them, calming their fears and pledging resilience."
"One guy was shooting at everybody and cursing," Anvari told the LA Times.
"One message from all of us in our congregation is that we are standing together. We are getting stronger," she added. "Never again. You can't break us. We are strong."
Rabbi Goldstein was taken to the hospital for surgery on his index fingers. He will likely lose at least one finger, a doctor stated.

Three people were wounded and one person killed in the shooting during morning services Saturday,

1. SHARON MISSILE-STRICKEN FAMILY: 'WE'RE NOT GOING ANYWHERE'
by Arutz Sheva Staff
A month after the direct attack on his home, Israel Hayom went back with Robert Wolf, the grandfather of the family, to the destroyed home in Moshav Mishmeret.
A day after Passover began another granddaughter, a daughter of Talia, was born to the family. This is the fifth grandchild in the family. "It's so wonderful for us, something amazing in all this confusion, it gives us all the power in the world," says Robert. He is moved not only by his new granddaughter; in the yard, Robert sees that the vine and the mulberry tree have begun to bloom. "For me it's life, I see it and get excited."
The family, who lived first with their daughter Talia in Tel Mond, rented an apartment there and now live there. They celebrated the Seder night with the neighbors on duty, in the house next to their demolished house. "Mentally it's very hard, you keep thinking about what happened," says Robert. "My wife Susan still has shrapnel in her head and the doctors haven't yet decided whether or not to take it out, whether it's dangerous or not; almost every day she's in the hospital for tests. She was hurt all over, because her back was in the direction of the explosion. She, like a good mother, made sure that everyone would enter the protected room and didn't have time to get in herself. She was the hardest hit. We'll be with it for a long time, but she has strength. She's a very strong woman. The first sentence she said at the hospital was: 'How lucky it hit us who have a safe room - and not the neighbors, who don't have one.' It's amazing."
The son Daniel is the hero of the family. "If not for Daniel, we wouldn't be here. He saved us; he fell asleep in the living room, heard the siren and woke us. We didn't hear, and if he hadn't slept in the living room he wouldn't have heard either. Daniel grabbed his daughter and ran to wake us all up. I ran to look for my little daughter, Lihi. Outside the trees I heard the explosion. I saw the whole house had been destroyed. I was sure everyone was killed.
"Daniel, who was in the reinforced room, also underwent a similar trauma. He thought his father, mother, and little sister were gone. "We were outside, he thought there was no chance we were alive. The protected room saved my family. Without the protected room I'd have no granddaughters, both of them would have gone. We mustn't underestimate it; you have to enter the security room, it saves lives."
Robert still finds it difficult to digest how the entire family survived, despite the severe injury. "Slowly, like a puzzle, we try to put life back together... What gives us the strength is the miracle we had, seven people inside a house, the entire house destroyed, and we're all here. The whole house went, I was 15 meters behind the explosion, and if I were 15 meters on the other side, I wouldn't be here."
"This is my country, my place, we received a lot of love, a lot of people came to help. I love the country, the house doesn't interest me, it's the land, it's my land. When I came to Israel 35 years ago, we were 3 million, now we're 9 million, our enemies haven't yet realized that we're not going anywhere, they do not understand that the State of Israel is growing stronger."
After Passover, what remains of the house will be destroyed. Wolf: "I very much hope that next Independence Day the new home will be done. I have to come back here as soon as possible."

The students of the Pri Ha'aretz yeshiva from Rechalim held a festive Chol HaMoed service at Mitzpe Yosef on Mount Gerizim.
The prayer was held in memory of Ben Yosef Livnat, who was murdered at Joseph's Tomb on the Seventh Night of Passover eight years ago.
Mitzpe Yosef overlooks the entire city of Shechem, from which one may see the Joseph's Tomb in the heart of the city.
Rabbi Yehudah Liebman mentioned the Midrash on the splitting of the Red Sea, "'The sea saw and fled - it saw the coffin of Joseph and split,' all those who fell sanctifying G-d. With all the great pain and sacrilege involved in their deaths, we believe that each of them is a miracle, a banner that negates evil and brings redemption closer."

3. POLICE ASK HELP IN LOCATING HIT-AND-RUN SUSPECT
by Mordechai Sones
The Israel Police today asked for public assistance in locating a suspect in a hit-and-run incident that took place on Sunday in Jerusalem.
Natanel Sandrosi, 23, is suspected of involvement in a hit-and-run in the Ramot neighborhood in Jerusalem, resulting in the injury of an 11-year-old boy who was evacuated to hospital in critical condition.
"In parallel to the extensive efforts of the Israel Police to locate the suspect, we're asking for public assistance in locating him," the police said.
Anyone with knowledge of the whereabouts of the suspect or has identified a person meeting his description is requested to report it as soon as possible to the police 100 hotline.
4. BEN-GVIR ON THE JUDICIAL SELECTION COMMITTEE?
by Arutz Sheva Staff
The Likud Party is in contact with Adv. Itamar Ben-Gvir (United Right) regarding the possibility of his appointment as opposition representative to the Judicial Selection Committee.
Ben-Gvir, who is in seventh place on the United Right list, is expected to enter the Knesset after the establishment of the government and legislation of the "Norwegian Law" whereby the two United Right ministers will resign from the Knesset and allow Ben-Gvir and Orit Struck to enter.
In a conversation with Israel Hayom, Ben-Gvir said he had not yet decided that he would go to the opposition. "It's true that I have different red lines than the members of the list," he explained. "For example, the issue of the evacuation of Amona, during which Smotrich remained in the coalition and I would not have let it pass quietly, but first you have to see the government's basic guidelines, and only then decide."
"From the point of view of the leftists, the place in the Judicial Selection Committee is reserved for them, but the people of Israel want a fundamental change in the judicial system.
These elections were about required change, and the people had its say. We won't get into the positions I will receive and the existing agreements, which I assume will be honored, but I imagine that it is clear to everyone that when a lawyer with great experience is appointed to the Knesset, it is only natural that he will deal with the legal field and help the legal system to make the necessary change," added Ben-Gvir.
The Judicial Selection Committee consists of three Supreme Court justices, two ministers, two representatives of the Israel Bar Association and two MKs from both the opposition and the coalition.
5. UNRWA TEXTBOOKS DON'T MENTION ISRAEL ONCE
by Arutz Sheva Staff
JNS reported that according to a report by the Center for Near East Policy Research in Jerusalem, textbooks used by the United Nations Relief and Works Agency (UNRWA) for the grades 1 through 10 do not contain any references to Israel. In the textbooks, the Jewish State is only referenced to as the "Zionist Occupation".
The researcher hired to study the books Dr. Arnon Groiss, an expert on Arabic-language education said that the latest textbooks which are produced by the Palestinian Authority and used by UNRWA are based on three principles :
"Delegitimization of the existence of the State of Israel, which is a full member state of the United Nations; demonization of both Israel and the Jews; and advocacy of a violent struggle for the liberation of all of 'Palestine,' including pre-1948 borders, thus wiping Israel off the map."
Among the examples given of the attempts to delegitimize and demonize Jews in the books , fifth-graders, as part of their Islamic-education class, are taught that holy sites like the Western Wall have no connection to Jews: "the Al-Buraq Wall is part of the western wall of Al-Aqsa Mosque and it is an absolute right of the Muslims alone."
In another example, third-graders are taught in a national/social-upbringing class that Jerusalem has no connection to Jews: "Jerusalem is an Arab city built by our Arab ancestor's thousands of years ago. Jerusalem is a holy city among Muslims and Christians."
The books are financed by 67 donor nations, as part of the money given to UNRWA to provide education in Arab 'refugee camps' throughout Israel.
6. KUSHNER: TWO STATE SOLUTION AN 'OLD TALKING POINT'
by Gary Willig

Jared Kushner, the advisor and son-in-law of US President Donald Trump, said that the administration's long-awaited peace plan would not focus on the Two State solution in contrast to past peace plans.
Speaking at the Time100 Summit Tuesday, Kushner said that "our focus is really on the bottom up, which is how do you make the lives of the Palestinian people better, what can you resolve to allow these areas to become more investable?"
"We deal with all the core status issues because you have to do it, but we've also built a robust business plan for the whole region," he said.
"I think that what we do is something that allows for Israel to maintain security, but there will be tough compromises for both," he added.
When asked if the plan would focus on the Two State solution, Kushner said that "if people focus on the old traditional talking points we will never make progress."
"What we will put out is different," he said, noting the failure of past attempts based on the Two State Solution.
Kushner said that he had hoped to release the plan, which President Trump has called the "deal of the century," last year. However, the administration held off on releasing the plan after the Israeli government announced new elections. He said that the plan will be released after the new coalition is formed.
"Once that's done we'll probably be in the middle of Ramadan, so we'll wait until after Ramadan and then we'll put our plan out," Kushner said.
Earlier, it was reported that the White House is discouraging the use of the term "two-state solution" when describing possible outcomes to the Israeli-Palestinian Authority (PA) conflict.
A senior White House official on Monday confirmed to the Jewish Telegraphic Agency a report that appeared over the weekend on Sky News Arabic, a satellite TV station, and picked up by the Times of Israel.
"The two-state solution term means different things to different people," the official told JTA. "There is no point in using a phrase that never achieved peace. Our plan provides a clear, realistic and detailed vision of what peace could actually look like."

Prime Minister Binyamin Netanyahu pledge to build a new community named after US President Donald Trump on the Golan Heights in gratitude for the president's recognition of Israel's sovereignty on the strategically important territory.
During a family visit to the Golan Heights, Netanyahu said that "all Israelis were deeply moved when President Trump made his historic decision to recognize Israel's sovereignty on the Golan Heights."
"Therefore, after the Passover holiday, I intend to bring to the government a resolution calling for a new community on the Golan Heights named after President Donald J. Trump."
8. HOW TERRORISTS SMUGGLE PHONES INTO PRISON
by Yoni Kempinski
The Israel Prisons Service revealed a method used by security detainees to smuggle mobile phones to terrorists imprisoned in Israel.
Security staff at the Ofer Prison began to suspect Tuesday night, during the reception of an Arab man identified with Fatah suspected of stealing, that the man was concealing items forbidden in the prison on his person.
The detainee was taken for questioning, during which he admitted he tried to smuggle cell phones inside the prison wall inside his body. During the interrogation, he produced capsules containing 4 cell phones, 2 cell phone keypads and 8 SIM cards.
The interrogation did not end because the prison staff suspected that the detainee was hiding additional prohibited items in his body and decided to evacuate him to a hospital. An X-ray machine found a number of foreign bodies inside his body, including three additional cell phones as well as two keypads for cell phones.
The investigation thus far showed that prisoners are systematically trying to smuggle cell phones into the prisons in order to trade them or transfer them to terrorists. This incident follows 11 attempts to smuggle dozens of mobile phones cumulatively into security prisons since the beginning of 2018.

A gang of burglars who broke into a Chabad house in Nairobi, Kenya and assaulted a couple working there as emissaries, caused tens of thousands of dollars in damage during the home invasion, a relative says, but left the couple's children unharmed.
In a predawn home invasion early Wednesday morning, a gang of five burglars broke into the Chabad house in the Kenyan capital of Nairobi where Rabbi Shmuel Notik, an Israeli native, and his wife, Chaya Notik, live.
During the break-in, the gang assaulted both Rabbi Notik and his wife, and stole thousands of dollars-worth of property, including cell phones, jewelry, cash, passports, and computers.
Moshe Notik, Rabbi Shmuel Notik's brother, said that his brother had suffered light injuries during the attack, but that his sister-in-law, Chaya, was listed in moderate condition and required surgery after suffering head injuries.
"The gang of burglars broke into the Chabad house after they had managed to overpower the local guards," Moshe Notik said."
"The burglars found two yeshiva students at the Chabad house, and bound their arms and legs and gagged them with cloth."
Moshe said that despite the violent attacks on his brother and sister-in-law, the burglars did not attack the couple's three children.
"They began to beat the rabbi's wife, Chaya, with clubs. She woke up from sleep and started to scream, so the burglars beat her until she was bloodied up. They also threatened to kill her while making anti-Semitic references. 'If you keep resisting, your life will be ended,' they said. 'Where is the money?'"
The burglars also tied up Rabbi Notik, Moshe added.
"They bound his arms and legs and tried to get money from him. During the burglary, they stole computers, cellular phones, phylacteries, jewelry, money, a Hanukkah menorah, candle holders, Kiddush cups, food, and things from the kitchen. They also trashed the house."
At the end of the incident, the Notiks and their three children were forced into the bathroom, where they were left locked inside until police came.
"They're in a state of shock," continued Moshe Notik. "As far as they can tell, the burglary was motivated by anti-Semitism. They estimated that the total losses incurred total in the tens of thousands of dollars."
The local Israeli consul general is in contact with the family, the Israeli foreign ministry said. The ministry added that it viewed the incident as a criminal matter, and that local authorities were handling the investigation.
In 2014, Rabbi Notik was robbed at knife-point in a Nairobi street. He managed to escape unscathed after giving the robbers his prayer book, shofar, and lapel pin.

2. 'IRAN WILL MAKE US REGRET ITS DECISION TO SANCTION US'
by David Rosenberg
Iranian President Hassan Rouhani vowed Wednesday to make the US regret its sanctions against the Islamic republic, while demanding that the US drop the sanctions and offer an apology as conditions for the renewal of negotiations.
Rouhani spoke out Wednesday following the Trump administration's decision Tuesday not to renew sanctions exemptions granted to several countries doing business with Iran.
"The United States, Saudi Arabia, and the United Arab Emirates, the three largest energy producers in the world, together with our friends and allies, are committed to ensuring the world's oil markets receive all supplies, including the deficit created by the non-use of Iranian oil.
"The Trump administration and its allies are determined to continue and expand the campaign of economic pressure on Iran to put an end to the destabilizing activities of the regime, which is a threat to the United States, its partners, and its allies in the Middle East," the White House said Tuesday.
On Wednesday, Rouhani responded to the decision, saying that Iran had "no choice but to resist".
"The US is not ready to hold negotiations at all and its measures are aimed at breaking up the Iranian nation. We have to make the US regret its decision for which we have no choice but to resist."
The Iranian president went on to suggest that his country was open to renewing talks with Washington – but only if the US dismantles its sanctions regime against Iran as a precondition – and apologizes.
"We have always been men of negotiations as we are men of war. But negotiations are possible if [the US] lifts all restrictions, apologizes for all wrongdoings and practices mutual respect. In practice, we have to prove that Americans have made a mistake and miscalculated."
3. HAREDI FACTION OFFERS COMPROMISE ON YESHIVA STUDENT DRAFT LAW
by Arutz Sheva Staff
The United Torah Judaism faction has offered a compromise on what is widely expected to be one of the most difficult issues facing the 35th Government of Israel – passage of a new draft law governing exemptions for yeshiva students.
As talks for the formation of a governing coalition continue, lawmakers from the UTJ have proposed a compromise plan aimed at passing a new draft law acceptable to both the haredi public and the Yisrael Beytenu party.
Under the arrangement put forward by the UTJ, according to a report by Yisrael Hayom on Wednesday, the haredi faction would accept the draft of a bill proposed by Yisrael Beytenu in the previous government – with the addition of a new article.
The bill drawn up by a committee of security officials at Yisrael Beytenu chief and then-Defense Minister Avidgor Liberman had largely protected the draft deferment program for yeshiva students, but included sanctions on yeshivas for failing to meet draft quotas, and included a clause nullifying the law if the haredi community as a whole failed to meet draft quotas for an extended period of time.
According to the report, the UTJ party is willing to accept the bill, provided it be modified to include a provision declaring that any individual yeshiva student who wishes to study Torah will be permitted to do so.
In exchange for backing the draft bill, UTJ is reportedly demanding support for an amendment to Israel's Basic Laws, with a bill which would establish Torah study as an officially recognized value. This alteration to the Basic Law would, UTJ lawmakers say, prevent the Supreme Court from striking down the draft law.
Since the late 1970s, the Israeli Defense Ministry has offered nearly all full-time yeshiva students open-ended annual draft deferments. By the 1990s, however, the practice came under fire from critics who called the policy de facto discrimination against secular Israeli Jews.
While haredi lawmakers pointed to broader blanket exemptions from IDF service enjoyed by some minority groups – like most of Israel's Arab population and Orthodox Jewish women – the Supreme Court ruled that the draft deferment program was indeed a violation of Israel's Basic Laws.
After striking down the Tal Law – which was intended to encourage haredi enlistment while protecting the deferment program – in 2012, the Supreme Court charged the Knesset with passing new legislation concerning the drafting of yeshiva students.
In 2014, the 33rd Israeli government, at the behest of the Yesh Atid party, passed a more restrictive draft law, placing limitations on the draft deferment program.
A year later, however, the 34th Israeli government repealed most of the changes made by the new draft law, largely restoring the status quo ante.
In 2017, the Supreme Court intervened again, striking down the 2015 amendments to the draft law, and giving the government one year to pass a replacement bill.
After multiple extensions by the Supreme Court, the government failed to pass a replacement bill. In December 2018, the government moved to dissolve the 20th Knesset and head to early elections, forcing a further delay in the passage of a replacement draft law.
Avidgor Liberman, who leads the Yisrael Beytenu party and served as Defense Minister from 2016 until November 2018, has demanded that the next government pass the draft bill drawn up at his behest by a committee of security establishment officials.
Haredi lawmakers, however, have called for a comprehensive bill which would enshrine the deferments in Israel's Basic Laws, and protect the existing draft deferment system with no changes.
Both Yisrael Beytenu and the haredi parties are needed by the Likud to form a majority coalition of at least 61 seats in the 120-member Knesset.
4. ELI YISHAI TO RECEIVE MINISTRY IN NEXT GOVERNMENT?
by Arutz Sheva Staff
Yahad part chairman and former Interior Minister Eli Yishai, who once led the Shas party, says Prime Minister Binyamin Netanyahu promised to appoint him in the 35th Israeli government in exchange for his deal with the United Torah Judaism party.
According to a report by Hadashot 13, Yishai has claimed that prior to this month's elections, Prime Minister Netanyahu offered to appoint him as a minister in the next government in exchange for dropping out of the race and endorsing the UTJ party.
Yahad, which Yishai founded ahead of the 2015 elections, narrowly failed to enter the Knesset that year on a joint ticket with the right-wing Otzma Yehudit faction. The party planned an independent bid in this year's election after talks with the Jewish Home fell through for a joint ticket.
Two weeks before the election, however, Yishai dropped out of the race and endorsed the UTJ party.
The endorsement helped UTJ secure its eight mandate, which it won by a razor-thin margin of just 72 votes.
On Tuesday, it was reported that Yishai claimed Netanyahu had promised him a ministry in the next government if UTJ managed to win eight seats in the Knesset.
While Yishai has turned to Netanyahu to appoint him to a position in the 35th Government of Israel, Interior Minister and Shas chief Aryeh Deri, a long-time rival of Yishai, has reportedly worked to block Yishai from joining the government.

Israeli security forces operated in the Palestinian Authority-controlled town of Zawiya in Samaria overnight to demolish the home of an Arab terrorist who murdered two Israelis in a combination shooting and stabbing attack last month, Arab media outlets claimed Wednesday morning.
According to a report by the Palestinian Authority outlet WAFA, IDF forces entered the town of Zawiya just before midnight Tuesday night. Residents of Zawiya clashed with the Israeli security personnel and threw stones during the operation, forcing the IDF to respond with riot control measures including tear gas. No injuries were reported during the operation.
The IDF force demolished the home of Omar Abu Laila, the terrorist responsible for the murder of an Israeli soldier at the entrance to Ariel last month, as well as the murder of Rabbi Ahiad Ettinger in a shooting attacking that same day. A second Israeli soldier was also wounded in the attacks.
The demolition lasted more than seven hours, and was completed after 6:00 a.m., WAFA claimed.
On March 17th, Abu Laila stabbed 19-year-old IDF soldier Gal Keidan to death at the entrance to Ariel in Samaria. Abu Laila then took Keidan's rifle and opened fire at Israeli civilians and soldiers at the junction, before fleeing the scene in a stolen car.
Abu Laila then shot two Israelis, including 47-year-old Rabbi Ahiad Ettinger, a father of 12.
Two days after the attack, Abu Laila was shot and killed during a firefight with Israeli security forces near Ramallah.

8. PM'S SON: WHICH 'PALESTINE' WERE THEY LOOKING TO LIBERATE?
by Arutz Sheva Staff
Quick history lesson about the Israeli- "Palestinian" conflict. The Philistines were Greek people invading and settling on the coast of Israel more then (sic) 3000 years ago. They were disappeared more then 2500 years ago with the Assyrian occupation.
2000 years ago Israel was part of the Roman Empire and its official name was "province of Judea," with its capital Jerusalem.
Jesus was a Jew and in the top of the cross was a sign saying INRI-meaning "Jesus of Nazareth king of the Jews."
The Jews rebelled several times against the Romans and in 70 ad they destroyed the Temple in Jerusalem.
On 120 ad there was the Bar Kokva revolt that gained Jewish Independence for 1 year. There Roman came back, crushed the revolt and changed the name of Judea to "Palestine" as a punishment, naming it after the long extinct Philistines Greek people.
Fast forward to modern times, every single American and European documentation of the Holy Land in the 19 century (that was just a part of the Ottoman Empire) describes an empty land. Mark Twain wrote a book about it after he traveled here in the mid 19 century. The land started to prosper because of Jewish pilgrims coming back to their homeland in the late 19 century.
The British then occupied the Holy Land and called it Palestine after the Roman name. The only people that called themselves Palestinians back then were Jews. For example the Zionist "Jerusalem Post" was named back then "Palestine Post." The Arabs only came less then a 100 years ago as labor immigrants for the Jews and British.
You can see that the most common last names in the PA (Palestinian Authority - ed.) is "al Masri" (Egyptian), "Halabi" (Alepo), "Hijazi" (Saudi Arabia) etc.
The British and the whole international community agreed that the Mandate of Palestine (from the river to the sea) will be the Jewish homeland, in the San Remo accords in 1920, making it international law, British law and American law.
The Arabs here only started to call themselves Palestinians in 1964 When the PLO (Palestine Liberation Organization - ed.) was created by the Soviets. Interesting to mention that when it was created all of the West Bank (Judea and Samaria), east Jerusalem, and Gaza were in Arab hands. So which "Palestine" they wanted to liberate?

Trump."
So which "Palestine" they wanted to liberate?

by Arutz Sheva Staff
Seven suicide attacks in Sri Lanka may have been a response to last month's mass shootings at two mosques in Christchurch, New Zealand, Sri Lanka's Defense Minister Ruwan Wijewardene said Tuesday.
Speaking to Parliament, Wijewardene said intelligence has shown that the attacks "were carried out in retaliation for the attack against Muslims in Christchurch." He also said the death toll had climbed to 321, including 8 foreigners.
According to This Insider, an additional 375 victims are still hospitalized.
One of the terrorists involved had begun posting "extremist content" on social media following the March shootings, which killed 50 people.
According to The Guardian, however, terror experts believe that the attacks were the result of "months" of preparation which would have included both testing the explosives and conditioning the suicide bombers.

An attack on a Jewish man on the streets of London was caught in a dashcam video.
In the video, a man can seen chasing another man in haredi garb. The attacker held a rod in his hand as he chased the victim.
The attack occurred outside a synagogue in the Stamford Hill neighborhood.
The director of the North London Jewish community said that there was "no doubt" that the attack was anti-Semitic in nature and that there has been an increase in anti-Semitic attacks in Stamford Hill recently.
"The crimes against the Jewish community have increased recently and this is only one of many incidents, and we promise to increase the sense of security through security patrols."
The Jewish community also demanded that the London police increase its vigilance in response to the increase in anti-Semitisc incidents.
3. FROM NEXT MONTH: AMERICAN INVESTORS TO BE ABLE TO WORK IN ISRAEL
by Arutz Sheva Staff
US citizens interested in opening or running business enterprises in Israel will be eligible to apply to be temporary residents in Israel.
The eligibility extends to their employees and family members.
Those interested in applying can submit their request to the Consul at the Israeli Embassy in Washington or the Consulates in New York, Houston, and San Francisco. The request will be examined by an interoffice committee, which will submit its recommendation to Israel's Interior Ministry for approval.
Likewise, Israelis looking to develop, direct, or provide specialized skills to an enterprise in which the owner has invested a substantial amount of capital will be able to apply for the temporary (nonimmigrant) E-2 visa.
"This is important news for businesses and companies," Israel's Foreign Ministry said. "The investor visas in both countries will make things easier for investors and encourage economic activity between the two countries."
The new visas will go into effect on May 1, 2019.
4. PALESTINIAN AUTHORITY: WE'LL RETRACT RECOGNITION OF ISRAEL
by Arutz Sheva Staff
Palestinian Authority (PA) Vice Chairman Mahmoud Aloul on Monday said that if Israel continues freezing tax funds, the PA will cease security coordination with Israel and retract its recognition of the State of Israel, Israel Hayom reported.
Israel's cabinet in February approved the implementation of the freeze on funds to the Palestinian Authority. The law, which passed in July 2018 with a majority of 87 Knesset members, offset 502,697,000 shekels ($138,426,818) from funds transferred from Israel to the PA.
Last month, PA employees received 50% of their salaries, while terrorists and their families continued to receive their salaries as usual.
"The leadership plans to retract recognition of Israel and cease coordination on security matters with the occupation's forces," Aloul told the Shehab news agency.
Aloul also blamed the US for the situation, saying that "the American government decided to escalate matters in the area after transferring its Embassy to Jerusalem, and it actively encourages the Israeli settlement enterprise. Right now, Israel is planning to annex parts of the West Bank."
"Due to these events, the status quo we relied on for our relationship may disappear soon. The leadership is expected to announce that we will not accept the situation continuing as it is, and we will soon announce drastic measures."
Aloul also said that the leaders of Arab countries, including Turkey, are planning the next steps together with Abbas.
Abbas, he said, plans to meet the leaders of Muslim and African countries in order to garner support for his next steps.
5. LIKUD MK: GIVING SMOTRICH JUSTICE MINISTRY 'NOT AN OPTION'
by Hezki Baruch
United Right MK Bezalel Smotrich would not be a good choice for Justice Minister, Likud MK David Bitan told Channel 12.
Smotrich has demanded both the Justice and Education ministries for his party, as well as annexation of Judea and Samaria's Jewish areas.
"The Justice Ministry for Smotrich? It's not even an option. I've said that he's going to be very problematic to negotiate with, as well as in managing the coalition. He insists on things and doesn't let up," Bitan said.
"I was Coalition Chairman and I had a lot of problems with him. So today when he heads a party, we're going to have a lot of problems with him. It'll be tough with him. Demands have a limit as well and you'll see he won't back down from his demands, it's going to be really hard for him."
Bitan also pointed out that the Justice Minister is responsible for the Ministerial Committee for Legislation. This, he said, is one more reason not to give Smotrich the Justice Ministry.
"If we look at the reforms in the court, what's important is who heads the Ministerial Committee for Legislation. That's the Knesset's and government's barometer for cooperation. We can't give it to Smotrich, it needs to remain with the Likud, we can't give it up."
When asked whether Smotrich would end up outside the coalition, Bitan said: "There will be a coalition, and he'll be in it, there's nothing to worry about. Now we're arguing over the price. There are prices the Likud can pay and there are prices the Likud cannot pay."
6. COMEDIAN: 'IF YOU CAN'T STAND THE HEAT GET OUT OF THE OVEN'
by Henry Benjamin, JTA
Here's a stand-up comedian's email response to an email complaint about his material involving Nazi gas chambers: "If you can't stand the heat get out of the oven."
Isaac Butterfield had asked his audience at the Melbourne Comedy Festival in Australia to "imagine the joy of people when they heard the Jews were sent to the gas chambers," the city's Herald Sun newspaper reported.
A Jewish woman who was in the audience wrote to the comedian.
"Sitting there hearing about Jews being gassed, eight million perished including children, watching family members being gassed or tortured or shot, is not remotely funny," her email said.
Anti-Defamation Commission Chairman Dvir Abramovich said in a statement that "It's never OK to spew such hate rhetoric, and Isaac Butterfield should be ashamed for his hideous remarks that crossed all lines and which trampled on the memory of the dead.
"It is beyond shocking to exploit the extermination of six million Jews in the Holocaust to generate despicable jokes. When you consider that the corpses of those killed with the poison gas were often cremated in ovens, Mr. Butterfield's email response of 'get out of the oven' is disturbing and vicious," Abramovich also said.
He called on Butterfield to apologize and to meet with Holocaust survivors to hear their stories.

On Monday morning, tens of thousands of Jews from Israel and around the world gathered at the Western Wall for the traditional mass Priestly Blessing ceremony.
After the ceremony, Israel's Chief Rabbis Yitzhak Yosef and David Lau greeted the visitors, together with Western Wall Rabbi Shmuel Rabinovitch.
American Ambassador to Israel David Friedman, Israel's Agriculture Minister Uri Ariel (United Right), Jerusalem Mayor Moshe Leon, and Israel Police's Commissioner Motti Cohen, also participated in the event.
Jerusalem's Old City is closed to private traffic throughout the intermediate days of Passover, and the public is asked to use public transportation.
"The fact that tens of thousands of worshipers are now at the Western Wall Plaza is very moving," Leon said. "The Jerusalem municipality prepared itself ahead of time, with stands offering water to the public. I call on the public to listen to the instructions of the police and organizers."
"After we finished praying for rain, and began to pray for dew on the first day of Pesach (Passover), this is an opportunity to thank the Creator for the abundance and the rain given to us," Rabbi Rabinovitch said.
The traditional Priestly Blessing ceremony includes hundreds of priests, descendants of the priestly tribe of Levi. The priests cover themselves in prayer shawls as they bless the Jewish people in the holiest place for the Jewish people, and thousands are expected to attend.
The commandment to bless the Jewish people and the words of the blessing are found in the Bible (Numbers 6: 22-27).
