1. TWO ADULTS, SIX CHILDREN KILLED IN DEAD SEA CRASH

Eight people were killed and three more injured Tuesday afternoon in a traffic accident near the Dead Sea in southern Israel.

The accident occurred on Route 90 between the Ein Gedi park and the Dead Sea, when two vehicles crashed into each other in a head-on collision.

Of the eight people killed in the accident, six were children, and two were adults.

According to a report by MDA emergency services, aside from the eight fatalities, two others are in moderate condition, and a third was lightly injured. The two moderately injured victims are woman approximately 42 years of age, and a 12-year-old girl. The two suffered injuries to their heads and limbs, and were treated on the scene before being evacuated to Soroka Medical Center in Beer Sheva for treatment.

The third injured victim, a man in his 50s who is believed to be the driver, was lightly injured.

One of the two vehicles involved in the accident went up in flames, MDA said. At least five people, including three children, were trapped inside the burning vehicle. Fire and rescue teams recovered the victims from the vehicle.

"This was a terrible accident," said senior MDA paramedic Sarah Yisraeli and MDA first-responder Amiram Muallem. "When we arrived on the scene, we spotted two vehicles on the road. One of them was burning while it was carrying passengers – it was a terrible sight."

"Firefighters worked to extinguish the blaze and then began recovering the people who were trapped inside. There were three people in the second vehicle, including a woman about 52 years old and a girl roughly 12 years of age who were moderately injured. After giving them first aid treatment on the scene, we evacuated them on an MDA helicopter, which had landed nearby, to Soroka hospital to treat them for injuries to their heads and limbs."

"The driver, a man in his 50s, was lightly injured, and was treated on the scene and evacuated by one of our ambulances to Soroka hospital."

2. TRUMP TO END BIRTHRIGHT CITIZENSHIP IN US

President Donald Trump is planning to sign an executive order aimed at ending what is known as "birthright citizenship" in the United States, Axios reported on Tuesday.

In an interview with Axios set to be released Sunday, President Trump said that was planning to end birthright citizenship without a constitutional amendment, and is preparing an executive order to that effect.

"It was always told to me that you needed a constitutional amendment. Guess what? You don't," Trump said. "You can definitely do it with an Act of Congress. But now they're saying I can do it just with an executive order."

"It's in the process. It'll happen ... with an executive order."

Known as 'jus soli' (Right of Soil), birthright citizenship extends citizenship to any person born with a nation's borders. Under jus soli systems, parents may have no rights, or limited rights, to transfer citizenship to their children if those children are born abroad.

By contrast, jus sanguinis (Right of Blood) systems transfer citizenship from parents to children automatically.

While most countries outside of the Western Hemisphere do not offer unqualified jus soli rights to citizenship – typically requiring that at least one parent be a citizen – the US automatically recognizes anyone born within their boundaries as natural born citizens.

In the United States, jus soli has been upon a clause of the Fourteenth Amendment to the US Constitution, which was ratified in 1868, during Reconstruction.

Originally intended to enfranchise emancipated slaves and their children, the amendment's so-called "Citizenship Clause" has been the basis of American jus soli citizenship.

"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside," the clause reads.

While some jurists have criticized the interpretation of the clause adopted by the Supreme Court, birthright citizenship has been recognized in practice by successive administrations of both parties.

Debate over the issue has been reignited in recent years, as critics of illegal immigration say the amendment has been misused to shield what some call "anchor babies" – that is, children born to illegal immigrants. As children born in the US to illegal immigrants are awarded citizenship automatically, their parents are able to 'anchor' their residency and avoid deportation, say critics.

An amendment intended to enfranchise former slaves, anti-illegal immigration activists say, has now been turned into a tool for aiding illegal immigration.

"Perhaps, if asked, the Supreme Court would discover a 'constitutional' right for illegal aliens to sneak into the country, drop a baby, and win citizenship for the kid and welfare benefits for the whole family," Ann Coulter, an outspoken opponent of illegal immigration and author of "Adios, America" wrote in 2015 regarding birthright citizenship.

"But it is a fact that the citizenship of illegal alien kids has never been argued, briefed or ruled on by the Supreme Court."

President Trump justified his decision to suspend birthright citizenship, calling America's current policy "ridiculous".

"We're the only country in the world where a person comes in and has a baby, and the baby is essentially a citizen of the United States ... with all of those benefits," Trump continued. "It's ridiculous. It's ridiculous. And it has to end."

While it is unclear when the president will sign an order ending birthright citizenship, the matter will likely be challenged in the courts, and could well be lead to a Supreme Court case to settle the issue of birthright citizenship and the president's ability to curtail it without Congress or a constitutional amendment.


3. JEWISH SHOP OWNER STABBED IN PARIS BOTCHED ROBBERY

A Jewish man was stabbed in his phone shop in Paris in what police are saying was a botched robbery that ended in serious injury.

The incident, which the victim is expected to survive, happened Sunday night on Voltaire Boulevard in Paris, near the Bataclan night club that terrorists attacked in 2015, Le Parisien reported Monday.

Nathan Chalom Mimoun, who is in his 40s, lost a significant amount of blood in the altercation from stab wounds to his arms caused by two men wearing helmets that attempted to rob him. But thanks to immediate medical intervention his condition was stabilized and is no longer life threatening.

His wife, who was present during the robbery, said the robbers did not indicate that they had singled him out for violence because he is Jewish, according to Sammy Ghozlan, president of National Bureau for Vigilance Against Anti-Semitism.

The shop, called "Nathan les bons plans," has the Jewish name of its owner on its sign, Ghozlan noted. But the perpetrators did not "demonstrate an anti-Semitic motive. There were not anti-Semitic statements made," Ghozlan told Le Parisien.

Mimoun's resistance forced the robbers to flee empty handed, the report said. His injuries ended with several severed tendons that doctors worked for hours to repair.

Naftali Bennett, who is currently in the United States following of the shooting incident in the Pittsburgh Jewish community, took part Monday in morning prayers at the "Hillel" Jewish School.

Bennett was honored with with an "aliyah" to make the blessing before the Torah reading, and also blessed the Jewish students and communities.

The minister spoke with the students and encouraged them in light of the disaster that struck the community. "Since I arrived yesterday, I have met hundreds of people. The strength, the spirit and the brotherhood of your community are extraordinary. The despicable murderer wanted to harm just that - the strength of your community and of the entire Jewish people."

"You are the future generation of the Jewish people, you must look at the hatred towards us and know that only light will expel the darkness. Only love will defeat the abysmal hatred, and together we will overcome. I am here for you in the name of the state of Israel as a whole. The Israeli public followed the reports worriedly, children in Israel prepared signs of support for you in schools, the entire nation is behind you. One people - one heart," he said.

The minister's office said that the students shared with the minister their feelings after the disaster, related their shock over the situation and thanked him for his arrival in the community. In addition, they asked the minister about life in Israel and told him about their experiences during visits to Israel.


5. 6,653,808 ISRAELIS TO VOTE IN LOCAL ELECTIONS

More than 6.6 million Israelis will be eligible to vote in the municipal elections which are taking place in Israel on Tuesday.

11,000 polling stations in 251 municipalities throughout the country will open at 7:00 a.m., and voters will be able to exercise their democratic right to vote until 10:00 p.m. In municipalities where the number of persons entitled to vote does not exceed 350, the polling stations will close at 8:00 p.m.

According to data from the Interior Ministry, there are 863 candidates running for positions of heads of a local authority and about 3,400 lists running for the local councils. Interior Minister Aryeh Deri called on Israeli citizens to "take advantage of your right to influence the local government, which is a democratic right of the highest order. Take advantage of the statutory holiday to have fun, but do not forget to vote first."

In the three largest cities in Israel - Jerusalem, Haifa and Tel Aviv - there is a close battle between the candidates for mayor. In Jerusalem there will likely be a second round of voting.

In 17 cities and local councils and in 11 regional councils, there is a single candidate running for the position of head of the local authority: Kiryat Bialik, Acre, Modi'in, Givatayim, Kiryat Ye'arim, Rama, Kaukab Abu al-Hija and Kasra-Samia, Rehovot, Kiryat Ata, Ma'aleh Adumim, Nazareth Illit, Even Yehuda, Mevasseret Zion, Ma'ale Efraim, Rechasim, Ghajar, Brenner, Menashe, Sdot Dan, Sdot Negev, Nahal Sorek, Hevel Eilot, Ramat Negev, Merhavim, Yoav, Megilot and Hof Hasharon.

Residents who live in cities and local councils will vote using two different ballots - a yellow ballot for the head of the local authority, and a white ballot for a list. In the regional councils, the residents will be required to vote with a yellow ballot for the head of the authority, a white ballot for a list and a blue ballot for the local committee.

An elected head of a local authority shall begin to serve 21 days after the day of his election. If none of the candidates in a particular authority has passed the 40 percent required threshold, there will be a second round of voting on November 13, 2018.

The second round will not be a statutory holiday, and the polling stations will be open from 1:00 p.m. to 10:00 p.m.

Following a change in the law from 2014, the day of elections for local authorities is being considered a statutory holiday for the first time, as is the case on the day of the Knesset elections. The right to vote in the local elections is given to every Israeli citizen or permanent resident who on the day of the elections is 17 years old. For more than 270,000 people, this will be the first opportunity to participate in the elections.

The Ministry of Interior is opening a situation room in Kfar Maccabiah in Ramat Gan, which will be active from 7:00 a.m. until the election results are tallied. The voter turnout will be posted on the website of the Interior Ministry, and the election results will be posted there as well.


6. LEFTISTS CRASH MOMENT OF SILENCE FOR SYNAGOGUE ATTACK VICTIMS

Left-wing activists protesting a campaign event for Republican Senate candidate Marsha Blackburn in Tennessee interrupted a moment of silence held in honor of the victims of the shooting attack in a Pittsburgh, Pennsylvania synagogue over the weekend.

Thirteen people were shot, 11 of them fatally, when 46-year-old Baldwin, Pennsylvania resident Robert Bowers ran into the Tree of Life synagogue and opened fire on congregants.

Bowers later shot and wounded four police officers, before he was wounded and taken into custody.

Congresswoman Marsha Blackburn, who is running for Senator Bob Corker's Senate seat next month, held a campaign event in Nashville Sunday evening featuring Senator Lindsey Graham (R-South Carolina).

During the campaign event, a moment of silence was observed in honor of the Pittsburgh shooting victims.

A group of left-wing activists, however, interrupted the moment of silence, using the momentary quiet to accuse Blackburn of being a "white supremacist".

"Let's take a moment and remember those that lost their lives in Pittsburgh and express our gratitude for the law enforcement who responded so beautifully," said Blackburn. "A moment of silence."

Within seconds, a protester shouted out "Marsha Blackburn is a white supremacist."

As hecklers interrupted the moment of silence, Blackburn supporters began chanting "USA, USA".

Other protesters chanted "Black Lives Matter", as security guards and later police intervened and removed the demonstrators.

Local media outlets reported that at least four protesters were arrested during the rally.

"I have never in my life heard of people interrupting a moment of silence so they could have a protest," said Rep. Blackburn. "I think that is despicable."

After the Blackburn campaign event, the Democratic candidate, former Governor Phil Bredesen, released a statement through a campaign spokesperson condemning the protesters, while accusing the Blackburn campaign of sending its own activists to interrupt his rallies.

"It is time to turn down the partisan rhetoric and start acting as Americans and Tennesseans first and partisans second. This is happening from both sides – it is a shame that people disrupted Congresswoman Blackburn's event and it is a shame that Congresswoman Blackburn's campaign staffers have been proudly screaming at 37 of Governor Bredesen's events."

7. SYNAGOGUE SHOOTING VICTIMS IDENTIFIED

The eleven victims of Saturday's deadly mass-shooting attack on a synagogue in Pittsburgh, Pennsylvania have been identified.

Eight men and three women were among the dead, authorities announced Sunday, including 71-year-old Dan Stein, 75-year-old Joyce Feinberg, 65-year-old Richard Gotfried, 97-year-old Rose Malinger, 66-year-old Jerry Rabinowitz, 59-year-old Cecil Rosenthal and his 54-year-old brother David Rosenthal, 84-year-old Bernice Simon, Bernice's 86-year-old husband Sylvan Simon, 88-year-old Melvin Wax, and 69-year-old Irving Youngner.

The gunman, 46-year-old Robert Bowers, was reportedly inside the synagogue for roughly 20 minutes, shooting congregants and guests who had arrived for a circumcision ceremony held in the Tree of Life synagogue.

Bowers was armed with an AR-15 semi-automatic rifle and several handguns.

After 11 people were killed and 2 others wounded, Bowers exited the synagogue, but was confronted by police officers, who opened fire on him.

During an exchange of fire with officers, Bowers wounded four officers on the scene, before he was shot and wounded. Bowers then surrendered himself to police and was placed under arrest.

Investigators said they were treating the mass-shooting as a hate crime, and confirmed Sunday that Bowers had made anti-Semitic statements and expressed a desire to massacre Jews during the 20-minute shooting attack.

"During the course of his deadly assault on the people of the synagogue, Bowers made statements regarding genocide and his desire to kill Jewish people," US Attorney for the Western District of Pennsylvania Scott Brady said Sunday.


8. 'IF IT WAS A JEW KIDNAPPED THE COUNTRY WOULD BE UP IN ARMS'

The Knesset Internal Affairs Committee, headed by MK Yoav Kisch, met on Monday afternoon to discuss violence against Arab residents of Jerusalem who are involved in land transactions with Jews.

The hearing was held following the kidnapping of an Arab resident of Jerusalem with US citizenship by the Palestinian Authority for allegedly selling property to a Jew.

In the hearing it emerged that the abductee was still being held by the Palestinian Authority in Ramallah. The MKs demanded to know what the government was doing to free the man.

Advisor to the Defense Minister Kobi Eliraz told the MKs that efforts were being made to bring him back, and that the Coordinator of Government Activities in the Territories approached his counterparts in the Palestinian Authority on this issue.

The police representative said that the matter was being investigated and that a number of suspects had been arrested.

MKs Bezalel Smotrich and Oren Hazan, who participated in the discussion, were furious at the failure to return the captive whose only crime was doing business with Jews. "If it were a Jew from Tel Aviv, the whole country would be on its feet."

MK Moti Yogev also slammed the government's response. "The abducted man is still captvve. A resident of Israel is being held against his will in the Palestinian Authority and no one cares. Where's the Commander of 290? Where is the commander of the Jerusalem district? Where is the State of Israel and the State Prosecutor's Office that does not deal with incitement in East Jerusalem? Who controls East Jerusalem, the State of Israel or the Palestinian Authority? I asked another Interior Committee to receive answers for the captive release within two days."

At the end of the discussion, Committee Chairman MK Kish said: "I differentiate between the current case of the abduction and the detention of Issam Aqel in the PA offices, which must be dealt with urgently, and the fundamental problem. The committee will shortly convene a limited and closed follow-up discussion with the Shin Bet, the NSC and the Ministry of Defense. It is not possible that because of the sensitivity of the subject, it will become an omission. The arrest of the man by the PA is unacceptable, and anyone involved will pay a price."

"The police must stop the hunting of the land sellers and the active activities of the PA within Jerusalem. It has to be uprooted. We treat the symptom - the kidnapping and arrest of the man, because of the urgency, but we have to deal with the phenomenon. There will be no hunters in Israel. VIP's should be denied. Their activities harm our sovereignty. The committee will work to amend the Implementation Law. I ask the Shin Bet and the Ministries of Justice and Homeland Security to propose to the committee a proposal to amend the law, with the aim of acting against the activities of the PA within Jerusalem. "
