1. ISRAEL'S MOSSAD FOILS IRANIAN ASSASSINATION PLOT IN DENMARK

Israeli intelligence services aided Denmark in foiling a recent assassination attempt by Iranian agents, Israeli media outlets reported Wednesday.

On Tuesday, Denmark announced that it had recalled its ambassador to Iran, after it accused Tehran of plotting to assassinate three Iranian nationals residing in Denmark, AFP reported.

"I have decided to recall Denmark's ambassador in Tehran for consultations... Denmark can in no way accept that people with ties to Iran's intelligence service plot attacks against people in Denmark," Danish Foreign Minister Anders Samuelsen was quoted as having told reporters.

"It is the Iranian government, it is the Iranian state that is behind" the plot, Samuelsen added.

A day later, Israeli media outlets reported that Israel's Mossad agency had played a key role in foiling the Iranian assassination plot, a senior Israeli official said.

The official claimed that the Mossad provided Danish security services with information which led to the arrest of a member of the suspected Iranian terror cell operating in Scandinavia.

Prior to Samuelsen's announcement on Tuesday, the head of Denmark's intelligence service PET, Finn Borch Andersen, said his agency believed the Iranian intelligence service "was planning an attack in Denmark" against three Iranians suspected of belonging to the Arab Struggle Movement for the Liberation of Ahvaz.

A Norwegian of Iranian origin was arrested on October 21 for allegedly planning the attack and spying for Iran, according to the report.

The suspect was detained in the southwestern Swedish city of Goteborg. Swedish authorities later extradited the suspect to Denmark.

The Iranian government denied Denmark's claims, and in September accused Denmark, the Netherlands, and the UK of hosting "several members of the terrorist group" that Iran holds responsible for an attack in the mainly ethnic Arab city of Ahvaz in southwestern Iran.

The attack, which targeted an Iranian army parade, killed 24 people.


2. 'COURT MAY END ALL TERRORIST HOME DEMOLITIONS, DON'T GO TOO FAR'

First publication: Attorney General Avichai Mandelblit warns that an attempt by the government to pursue the mass demolition of terrorists' houses, without adhering to restrictions set by the Supreme Court, could lead to a halt by the Court of all demolitions.

In a letter sent to Defense Minister Avigdor Liberman by AG Avichai Mandelblit that reached Arutz Sheva, the Attorney General explains why they do not demolish the homes of terrorists who failed in their attempts to murder Israeli Jews.

Mandelblit notes at the beginning of his letter that demolishing such houses does not meet the criteria set by the Supreme Court justices in their rulings. "There are statutory constraints imposed by the various judges, according to which anyone who just tried to murder and failed - his house will only be sealed.

"The State Prosecutor's Office wanted to demolish a house of terrorists who did not succeed in killing, as in the case of Yehuda Glick," who was seriously wounded in an assassination attempt in 2014, "and there the Supreme Court ruled it possible to seal - but not destroy," the Attorney General wrote.

According to him, the court ordered to "examine the proportionality", stating it impossible to ignore the improvement in MK Glick's condition, and therefore it was necessary to make do with only sealing the terrorist's house.

Later in the letter Mandelblit expressed concern that mass terrorist home demolitions without adherence to Supreme Court limitations would bring the Court judges to a general moratorium on demolishing terrorist's homes.

"We act in accordance with the limitations set by the Supreme Court," Mandelblit said in his letter. "We don't want to destroy this tool and go a step too far in demolishing houses when there are judges in court who are reluctant. As long as we have the tool we use it according to the criteria."

3. BERKOVITCH PLANS ALLIANCE WITH HAREDI FACTION

With Jerusalem's hotly contested mayoral election heading to a run-off vote next month, Jerusalem city councilman and Hitorerut chairman Ofer Berkovitch is charting a course to victory that may surprise some supporters.

In Tuesday's local election, Berkovitch, 35, came in second in the five-way race, picking up 28.8% of the vote to Moshe Lion's 33.4%. The two will face each other in a run-off vote in November.

Likud MK and Jerusalem Affairs Minister Ze'ev Elkin received 20% of the vote, while the haredi candidate, Agudat Yisrael's Yossi Deitch won 17%. Avi Salman received just 0.8% of the vote.

While the vote-breakdown appears to suggest that Lion – a member of the city's National Religious community and a Likud party member who lost to Nir Barkat in the 2013 mayoral election – has a clearer path to victory in November, Berkovitch is hoping that internal divisions among the city's haredi factions will help him to top 50%.

Prior to Tuesday's vote, Berkovitch campaigned in part on limiting haredi influence, telling The Times of Israel he was the only candidate who would not cave in to "haredi extortion".

"The other candidates are liable to capitulate to the Haredi extortion, and may not understand the strategic steps the city needs to take in order to flourish and get on the right track. They weren't partners in the successes of recent years."

But following the release of the preliminary election results Tuesday night, Berkovitch struck a conciliatory note, sending what he called a "message of unity between different sectors".

Berkovitch suggested he was open to "cooperation with the haredi sector," he said in interview with Arutz Sheva.

On Wednesday, Berkovitch said in an interview with Army Radio that he hoped to win over Yossi Deitch's voters.

Deitch, 50, a member of the Slonim Hassidic movement, represented he predominantly Hassidic Agudat Yisrael faction.

Led by the Gur Hassidic movement, Agudat Yisrael split with the non-Hassidic haredi faction Degel Hatorah, which represents the Lithuanian haredi sector. While religious authorities associated with Degel backed Lion, Gur pushed for Deitch to remain in the race.

Now, Berkovitch hopes to use the split within the haredi sector to defeat Lion.

"I'll try to convince voters who didn't back me to vote for me now," Berkovitch told Army Radio. "I'll even speak with leaders of the Gur Hassidic movement."

While Berkovitch suggested he would engage Gur in negotiations to win their backing, he vowed not to compromise on haredi demands to restrict businesses operating at night in the Mahane Yehuda marketplace in the center of town. In recent years, Mahane Yehuda, located near a number of has become a night-life hotspot.

"The Mahane Yehuda marketplace will not be a part of negotiations with the haredim. The market will remain open."

4. BEIT SHEMESH MAYORAL RACE CLOSE AS SOLDIERS' VOTES COUNTED

Beit Shemesh Mayor Moshe Abutbul leads by a margin of only 251 votes over the Zionist candidate for mayor, Aliza Bloch.

Abutbul won 21,750 votes while Bloch won 21,499 votes.

The votes of soldiers, the disabled, and prisoners must be counted, and therefore the final declaration of the next mayor's identity will arrive only tomorrow.

Bloch said after the vote, "It's a holiday in the whole country and a holiday for Beit Shemesh. I call on everyone to vote for our beloved city."

Bloch, married and mother of four, is trained in education and management where she has won many awards.


5. TRUMP VISITS PITTSBURGH AFTER SYNAGOGUE ATTACK

US President Donald Trump on Tuesday visited the Tree of Life synagogue in Pittsburgh, where 11 people were gunned down in an anti-Semitic attack during Shabbat services.

Trump was greeted by more than 1,500 protesters who gathered nearby to make it clear the US president was unwelcome.

Carrying signs that read "President Hate, Leave Our State!" and "Trump, Renounce White Nationalism Now," the protesters gathered near synagogue.

Trump, who was accompanied by his wife Melania, arrived in the late afternoon, and placed a white flower and a small stone on each star erected in memory of the dead at a makeshift memorial outside the Tree of Life.

Trump's daughter Ivanka and her husband Jared Kushner, who are Jewish, followed at a short distance, also pausing at each star.

The first couple then entered the synagogue and lit candles in honor of each of those killed, the occasion punctuated by the still audible cries of protesters outside.

The controversial visit came after mourners crowded into nearby synagogues and joined street processions at the first funerals for some of the victims of the deadliest anti-Semitic attack in modern US history.

The service for brothers Cecil and David Rosenthal, both in their 50s, was the first in honor of those killed.

Services for 66-year-old doctor Jerry Rabinowitz and 71-year-old Daniel Stein followed in Pittsburgh, where scores of residents protested Trump's visit.

Suspected shooter Robert Bowers is facing more than two dozen charges related to the bloodshed.

During the 20-minute shooting attack on the synagogue, which took place during a circumcision ceremony, Bowers fired on congregants and guests with an AR-15 semi-automatic rifle and three handguns. Thirteen people were shot inside the Tree of Life synagogue, 11 of them fatally.

Bowers reportedly made anti-Semitic statements during the shooting, and shouted that "All Jews must die".

Federal prosecutors said Sunday they would be asking Attorney General Jeff Sessions to give them the green light to pursue a death penalty case against Bowers.


6. TWO ADULTS, SIX CHILDREN KILLED IN DEAD SEA CRASH

Eight people were killed and three more injured Tuesday afternoon in a traffic accident near the Dead Sea in southern Israel.

The accident occurred on Route 90 between the Ein Gedi park and the Dead Sea, when two vehicles crashed into each other in a head-on collision.

Of the eight people killed in the accident, six were children, and two were adults.

According to a report by MDA emergency services, aside from the eight fatalities, two others are in moderate condition, and a third was lightly injured. The two moderately injured victims are woman approximately 42 years of age, and a 12-year-old girl. The two suffered injuries to their heads and limbs, and were treated on the scene before being evacuated to Soroka Medical Center in Beer Sheva for treatment.

The third injured victim, a man in his 50s who is believed to be the driver, was lightly injured.

One of the two vehicles involved in the accident went up in flames, MDA said. At least five people, including three children, were trapped inside the burning vehicle. Fire and rescue teams recovered the victims from the vehicle.

"This was a terrible accident," said senior MDA paramedic Sarah Yisraeli and MDA first-responder Amiram Muallem. "When we arrived on the scene, we spotted two vehicles on the road. One of them was burning while it was carrying passengers – it was a terrible sight."

"Firefighters worked to extinguish the blaze and then began recovering the people who were trapped inside. There were three people in the second vehicle, including a woman about 52 years old and a girl roughly 12 years of age who were moderately injured. After giving them first aid treatment on the scene, we evacuated them on an MDA helicopter, which had landed nearby, to Soroka hospital to treat them for injuries to their heads and limbs."

7. 8 MEMBERS OF SAMARIA FAMILY KILLED IN DEAD SEA CAR ACCIDENT

Eight family members from the community of Psagot in the Binyamin region of Samaria were killed in the road accident that occurred on Tuesday afternoon in the Dead Sea area.

The parents were killed along with their six children in a head-on collision on Route 90 near the Dead Sea.

The driver of the jeep who was involved in the frontal crash told police, "I have nothing to hide, you know exactly what happened there, it's the first time that it happened to me. I do not remember what happened there, I know I killed people. I will never drive again."

Prime Minister Netanyahu said in the wake of the accident: "The heart breaks in light of the heavy disaster that today destroyed the life of an entire family. My wife Sara and I grieve with all the citizens of Israel for the life that was cut short and send our deepest condolences to the family and the residents of Psagot."

"Today, when many Israeli citizens take advantage of the sabbatical day for trips in our country, I ask you to do everything in order to return home safely," the prime minister added.

MK Betzalel Smotrich (Jewish Home) expressed his sorrow over the accident.. "A whole family has gone. It's simply inconceivable. We embrace and strengthen the residents of Psagot and Mateh Binyamin in these difficult times. We must take it upon ourselves to drive extra carefully. Absolutely nothing is worth it," he said.

Initial investigations revealed that two vehicles traveling on Route 90 near the Dead Sea collided with each other. The killed persons were trapped between the remains of the burning vehicle and their death was determined after they were extricated by firefighting teams.

Three other members of a family from the community of Givon were wounded in the other vehicle. Magen David Adom medics gave a 52-year-old woman and a 12-year-old girl medical treatment and evacuated them by helicopter to Soroka Hospital. Another 50-year-old man was also evacuated with light injuries.

8. ZAKA CHAIRMAN: 'ENOUGH, I HAVE NO MORE STRENGTH'

ZAKA Chairman Yehuda Meshi Zahav, who arrived at the scene of the serious accident near the Dead Sea, calls on Israeli citizens to increase their attention while driving on the roads.

"I've experienced and seen all sorts of attacks and disasters for 30 years, but every time you come to a disaster where children are killed and burned - you can't stand it. I have no strength.

"What for? Because of lack of attention. Look at the results. Wake up - there's an orderly road here, only lack of attention caused this," emphasized Meshi Zahav. "The vehicles were excellent, they could see each other; only the lack of attention."

2. TRUMP TO END BIRTHRIGHT CITIZENSHIP IN US

President Donald Trump is planning to sign an executive order aimed at ending what is known as "birthright citizenship" in the United States, Axios reported on Tuesday.

In an interview with Axios set to be released Sunday, President Trump said that was planning to end birthright citizenship without a constitutional amendment, and is preparing an executive order to that effect.

"It was always told to me that you needed a constitutional amendment. Guess what? You don't," Trump said. "You can definitely do it with an Act of Congress. But now they're saying I can do it just with an executive order."

"It's in the process. It'll happen ... with an executive order."

Known as 'jus soli' (Right of Soil), birthright citizenship extends citizenship to any person born with a nation's borders. Under jus soli systems, parents may have no rights, or limited rights, to transfer citizenship to their children if those children are born abroad.

By contrast, jus sanguinis (Right of Blood) systems transfer citizenship from parents to children automatically.

While most countries outside of the Western Hemisphere do not offer unqualified jus soli rights to citizenship – typically requiring that at least one parent be a citizen – the US automatically recognizes anyone born within their boundaries as natural born citizens.

In the United States, jus soli has been upon a clause of the Fourteenth Amendment to the US Constitution, which was ratified in 1868, during Reconstruction.

Originally intended to enfranchise emancipated slaves and their children, the amendment's so-called "Citizenship Clause" has been the basis of American jus soli citizenship.

"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside," the clause reads.

While some jurists have criticized the interpretation of the clause adopted by the Supreme Court, birthright citizenship has been recognized in practice by successive administrations of both parties.

Debate over the issue has been reignited in recent years, as critics of illegal immigration say the amendment has been misused to shield what some call "anchor babies" – that is, children born to illegal immigrants. As children born in the US to illegal immigrants are awarded citizenship automatically, their parents are able to 'anchor' their residency and avoid deportation, say critics.

An amendment intended to enfranchise former slaves, anti-illegal immigration activists say, has now been turned into a tool for aiding illegal immigration.

"Perhaps, if asked, the Supreme Court would discover a 'constitutional' right for illegal aliens to sneak into the country, drop a baby, and win citizenship for the kid and welfare benefits for the whole family," Ann Coulter, an outspoken opponent of illegal immigration and author of "Adios, America" wrote in 2015 regarding birthright citizenship.

"But it is a fact that the citizenship of illegal alien kids has never been argued, briefed or ruled on by the Supreme Court."

President Trump justified his decision to suspend birthright citizenship, calling America's current policy "ridiculous".

"We're the only country in the world where a person comes in and has a baby, and the baby is essentially a citizen of the United States ... with all of those benefits," Trump continued. "It's ridiculous. It's ridiculous. And it has to end."

While it is unclear when the president will sign an order ending birthright citizenship, the matter will likely be challenged in the courts, and could well be lead to a Supreme Court case to settle the issue of birthright citizenship and the president's ability to curtail it without Congress or a constitutional amendment.


3. JEWISH SHOP OWNER STABBED IN PARIS BOTCHED ROBBERY

A Jewish man was stabbed in his phone shop in Paris in what police are saying was a botched robbery that ended in serious injury.

The incident, which the victim is expected to survive, happened Sunday night on Voltaire Boulevard in Paris, near the Bataclan night club that terrorists attacked in 2015, Le Parisien reported Monday.

Nathan Chalom Mimoun, who is in his 40s, lost a significant amount of blood in the altercation from stab wounds to his arms caused by two men wearing helmets that attempted to rob him. But thanks to immediate medical intervention his condition was stabilized and is no longer life threatening.

His wife, who was present during the robbery, said the robbers did not indicate that they had singled him out for violence because he is Jewish, according to Sammy Ghozlan, president of National Bureau for Vigilance Against Anti-Semitism.

The shop, called "Nathan les bons plans," has the Jewish name of its owner on its sign, Ghozlan noted. But the perpetrators did not "demonstrate an anti-Semitic motive. There were not anti-Semitic statements made," Ghozlan told Le Parisien.

Mimoun's resistance forced the robbers to flee empty handed, the report said. His injuries ended with several severed tendons that doctors worked for hours to repair.

Naftali Bennett, who is currently in the United States following of the shooting incident in the Pittsburgh Jewish community, took part Monday in morning prayers at the "Hillel" Jewish School.

Bennett was honored with with an "aliyah" to make the blessing before the Torah reading, and also blessed the Jewish students and communities.

The minister spoke with the students and encouraged them in light of the disaster that struck the community. "Since I arrived yesterday, I have met hundreds of people. The strength, the spirit and the brotherhood of your community are extraordinary. The despicable murderer wanted to harm just that - the strength of your community and of the entire Jewish people."

"You are the future generation of the Jewish people, you must look at the hatred towards us and know that only light will expel the darkness. Only love will defeat the abysmal hatred, and together we will overcome. I am here for you in the name of the state of Israel as a whole. The Israeli public followed the reports worriedly, children in Israel prepared signs of support for you in schools, the entire nation is behind you. One people - one heart," he said.

The minister's office said that the students shared with the minister their feelings after the disaster, related their shock over the situation and thanked him for his arrival in the community. In addition, they asked the minister about life in Israel and told him about their experiences during visits to Israel.


5. 6,653,808 ISRAELIS TO VOTE IN LOCAL ELECTIONS

More than 6.6 million Israelis will be eligible to vote in the municipal elections which are taking place in Israel on Tuesday.

11,000 polling stations in 251 municipalities throughout the country will open at 7:00 a.m., and voters will be able to exercise their democratic right to vote until 10:00 p.m. In municipalities where the number of persons entitled to vote does not exceed 350, the polling stations will close at 8:00 p.m.

According to data from the Interior Ministry, there are 863 candidates running for positions of heads of a local authority and about 3,400 lists running for the local councils. Interior Minister Aryeh Deri called on Israeli citizens to "take advantage of your right to influence the local government, which is a democratic right of the highest order. Take advantage of the statutory holiday to have fun, but do not forget to vote first."

In the three largest cities in Israel - Jerusalem, Haifa and Tel Aviv - there is a close battle between the candidates for mayor. In Jerusalem there will likely be a second round of voting.

In 17 cities and local councils and in 11 regional councils, there is a single candidate running for the position of head of the local authority: Kiryat Bialik, Acre, Modi'in, Givatayim, Kiryat Ye'arim, Rama, Kaukab Abu al-Hija and Kasra-Samia, Rehovot, Kiryat Ata, Ma'aleh Adumim, Nazareth Illit, Even Yehuda, Mevasseret Zion, Ma'ale Efraim, Rechasim, Ghajar, Brenner, Menashe, Sdot Dan, Sdot Negev, Nahal Sorek, Hevel Eilot, Ramat Negev, Merhavim, Yoav, Megilot and Hof Hasharon.

Residents who live in cities and local councils will vote using two different ballots - a yellow ballot for the head of the local authority, and a white ballot for a list. In the regional councils, the residents will be required to vote with a yellow ballot for the head of the authority, a white ballot for a list and a blue ballot for the local committee.

An elected head of a local authority shall begin to serve 21 days after the day of his election. If none of the candidates in a particular authority has passed the 40 percent required threshold, there will be a second round of voting on November 13, 2018.

The second round will not be a statutory holiday, and the polling stations will be open from 1:00 p.m. to 10:00 p.m.

Following a change in the law from 2014, the day of elections for local authorities is being considered a statutory holiday for the first time, as is the case on the day of the Knesset elections. The right to vote in the local elections is given to every Israeli citizen or permanent resident who on the day of the elections is 17 years old. For more than 270,000 people, this will be the first opportunity to participate in the elections.

The Ministry of Interior is opening a situation room in Kfar Maccabiah in Ramat Gan, which will be active from 7:00 a.m. until the election results are tallied. The voter turnout will be posted on the website of the Interior Ministry, and the election results will be posted there as well.


6. LEFTISTS CRASH MOMENT OF SILENCE FOR SYNAGOGUE ATTACK VICTIMS

Left-wing activists protesting a campaign event for Republican Senate candidate Marsha Blackburn in Tennessee interrupted a moment of silence held in honor of the victims of the shooting attack in a Pittsburgh, Pennsylvania synagogue over the weekend.

Thirteen people were shot, 11 of them fatally, when 46-year-old Baldwin, Pennsylvania resident Robert Bowers ran into the Tree of Life synagogue and opened fire on congregants.

Bowers later shot and wounded four police officers, before he was wounded and taken into custody.

Congresswoman Marsha Blackburn, who is running for Senator Bob Corker's Senate seat next month, held a campaign event in Nashville Sunday evening featuring Senator Lindsey Graham (R-South Carolina).

During the campaign event, a moment of silence was observed in honor of the Pittsburgh shooting victims.

A group of left-wing activists, however, interrupted the moment of silence, using the momentary quiet to accuse Blackburn of being a "white supremacist".

"Let's take a moment and remember those that lost their lives in Pittsburgh and express our gratitude for the law enforcement who responded so beautifully," said Blackburn. "A moment of silence."

Within seconds, a protester shouted out "Marsha Blackburn is a white supremacist."

As hecklers interrupted the moment of silence, Blackburn supporters began chanting "USA, USA".

Other protesters chanted "Black Lives Matter", as security guards and later police intervened and removed the demonstrators.

Local media outlets reported that at least four protesters were arrested during the rally.

"I have never in my life heard of people interrupting a moment of silence so they could have a protest," said Rep. Blackburn. "I think that is despicable."

After the Blackburn campaign event, the Democratic candidate, former Governor Phil Bredesen, released a statement through a campaign spokesperson condemning the protesters, while accusing the Blackburn campaign of sending its own activists to interrupt his rallies.

"It is time to turn down the partisan rhetoric and start acting as Americans and Tennesseans first and partisans second. This is happening from both sides – it is a shame that people disrupted Congresswoman Blackburn's event and it is a shame that Congresswoman Blackburn's campaign staffers have been proudly screaming at 37 of Governor Bredesen's events."

7. SYNAGOGUE SHOOTING VICTIMS IDENTIFIED

The eleven victims of Saturday's deadly mass-shooting attack on a synagogue in Pittsburgh, Pennsylvania have been identified.

Eight men and three women were among the dead, authorities announced Sunday, including 71-year-old Dan Stein, 75-year-old Joyce Feinberg, 65-year-old Richard Gotfried, 97-year-old Rose Malinger, 66-year-old Jerry Rabinowitz, 59-year-old Cecil Rosenthal and his 54-year-old brother David Rosenthal, 84-year-old Bernice Simon, Bernice's 86-year-old husband Sylvan Simon, 88-year-old Melvin Wax, and 69-year-old Irving Youngner.

The gunman, 46-year-old Robert Bowers, was reportedly inside the synagogue for roughly 20 minutes, shooting congregants and guests who had arrived for a circumcision ceremony held in the Tree of Life synagogue.

Bowers was armed with an AR-15 semi-automatic rifle and several handguns.

After 11 people were killed and 2 others wounded, Bowers exited the synagogue, but was confronted by police officers, who opened fire on him.

During an exchange of fire with officers, Bowers wounded four officers on the scene, before he was shot and wounded. Bowers then surrendered himself to police and was placed under arrest.

Investigators said they were treating the mass-shooting as a hate crime, and confirmed Sunday that Bowers had made anti-Semitic statements and expressed a desire to massacre Jews during the 20-minute shooting attack.

"During the course of his deadly assault on the people of the synagogue, Bowers made statements regarding genocide and his desire to kill Jewish people," US Attorney for the Western District of Pennsylvania Scott Brady said Sunday.


8. 'IF IT WAS A JEW KIDNAPPED THE COUNTRY WOULD BE UP IN ARMS'

The Knesset Internal Affairs Committee, headed by MK Yoav Kisch, met on Monday afternoon to discuss violence against Arab residents of Jerusalem who are involved in land transactions with Jews.

The hearing was held following the kidnapping of an Arab resident of Jerusalem with US citizenship by the Palestinian Authority for allegedly selling property to a Jew.

In the hearing it emerged that the abductee was still being held by the Palestinian Authority in Ramallah. The MKs demanded to know what the government was doing to free the man.

Advisor to the Defense Minister Kobi Eliraz told the MKs that efforts were being made to bring him back, and that the Coordinator of Government Activities in the Territories approached his counterparts in the Palestinian Authority on this issue.

The police representative said that the matter was being investigated and that a number of suspects had been arrested.

MKs Bezalel Smotrich and Oren Hazan, who participated in the discussion, were furious at the failure to return the captive whose only crime was doing business with Jews. "If it were a Jew from Tel Aviv, the whole country would be on its feet."

MK Moti Yogev also slammed the government's response. "The abducted man is still captvve. A resident of Israel is being held against his will in the Palestinian Authority and no one cares. Where's the Commander of 290? Where is the commander of the Jerusalem district? Where is the State of Israel and the State Prosecutor's Office that does not deal with incitement in East Jerusalem? Who controls East Jerusalem, the State of Israel or the Palestinian Authority? I asked another Interior Committee to receive answers for the captive release within two days."

At the end of the discussion, Committee Chairman MK Kish said: "I differentiate between the current case of the abduction and the detention of Issam Aqel in the PA offices, which must be dealt with urgently, and the fundamental problem. The committee will shortly convene a limited and closed follow-up discussion with the Shin Bet, the NSC and the Ministry of Defense. It is not possible that because of the sensitivity of the subject, it will become an omission. The arrest of the man by the PA is unacceptable, and anyone involved will pay a price."

"The police must stop the hunting of the land sellers and the active activities of the PA within Jerusalem. It has to be uprooted. We treat the symptom - the kidnapping and arrest of the man, because of the urgency, but we have to deal with the phenomenon. There will be no hunters in Israel. VIP's should be denied. Their activities harm our sovereignty. The committee will work to amend the Implementation Law. I ask the Shin Bet and the Ministries of Justice and Homeland Security to propose to the committee a proposal to amend the law, with the aim of acting against the activities of the PA within Jerusalem. "

1. ANGELA MERKEL TO RESIGN AS PARTY CHIEF

German Chancellor Angela Merkel is planning on resigning as head of the Christian Democratic Union, sources close to the chancellor said Monday morning.

A number of German media outlets reported Monday that Merkel is set to step down as chair of the CDU, but is hoping to remain chancellor, after being reelected in September, 2017.

The decision comes following a regional election in the state of Hesse on Sunday, which saw the center-right CDU and its coalition partner, the center-left Social Democratic Party, both lose ground again to rivals on the left and right.

While the CDU remained the largest faction in the Hesse regional election with 27% of the vote, the vote marked the party's poorest performance there since 1962, dropping 11.3% from the party's 38.3% in the 2013 election.

The Social Democrats fell by a comparable amount – 11.1% - declining to just 19.8% of the vote, nearly tied with the Green Party, which rose from 11.1% in 2013.

The right-wing AfD party, which made massive gains in last year's general election, also increased its share of the vote, rising from 4% in 2013 to 13.1%.

Earlier this month, the Christian Social Union – an ally of the CDU – suffered similar losses in a regional election in Bavaria, dropping from 101 seats in the local legislature to 85, while the Greens and AfD won again made significant gains.

The CDU's and CSU's losses in the local elections come on the heels of the party's decline in last year's general election, fueled in part by a popular backlash against Merkel's immigration policies, which have led to a rapid increase in the number of asylum seekers residing in Germany.

The party's declining electoral fortunes have put pressure on Merkel within the CDU, and likely prompted her decision Monday' to resign as party chair. According to German media outlets, Merkel informed party leaders that she would not run for reelection as the CDU's chief in a vote scheduled for December.

Despite her plans to resign, Deutsche Presse-Agentur reported that Merkel intends to stay on as Chancellor.

Merkel as led the CDU for 18 years, and has served as Chancellor since 2005.


2. CAN REPUBLICANS HOLD ON TO CONGRESS?

With just eight days left until this year's mid-term elections, Republican prospects for retaining control of Congress continue to rise, buffeted in part by what some have called the "Kavanaugh Effect", named after US Supreme Court Justice Brett Kavanaugh.

For much of the campaign cycle, both generic ballot polls and polling of individual races suggested that the election would likely result in a "Blue Wave", with Democrats sweeping control of the House of Representatives and picking up as many as 40 or 45 seats.

In the Senate, Democrats seemed poised to make gains by picking up Republican seats in Arizona, Nevada, and even deep-red Tennessee – potentially flipping the Senate as well, despite the fact that only 9 of the 34 seats up this year are held by Republicans.

The polling data seemed to reinforce the narrative that the Democratic base, still frustrated over President Trump's surprising 2016 win and angered by his policies on immigration, would turn out en masse, while Republican voters would vote in smaller numbers, as is often the case with supporters of the party in power.

By mid-September, according to the RealClearPolitics average of polls, Democrats were averaging 31 net pickups in the House of Representatives, 8 more than the 23 they need to take control over the 435-seat lower chamber.

In the Senate the RCP average showed the Democrats with an average net pickup of one seat in the Senate, bringing the upper chamber to 50-50, with Vice President Mike Pence as the tie-breaker.

But since a televised Senate hearing featuring testimony by Judge Brett Kavanaugh, President Trump's nominee to replace Justice Anthony Kennedy, and Kavanaugh's accuser, Christine Blasey Ford, polls have shown a distinct shift in the GOP's favor.

Kavanaugh's impassioned rebuttal to his accuser's claims not only secured his confirmation – which passed by a narrow 50-48 margin – but also placed the spotlight on Democratic lawmakers who voted against Kavanaugh's confirmation. Culture wars over political correctness and the role of gender and race in the public sphere seemingly reinvigorated Republicans and Republican-leaning voters.

During the three weeks after the September 27th hearing, Republicans went from a one-seat net loss in the Senate, according to the RCP average, to a three-seat net gain.

Republicans gain ground in the House as well, cutting the average Democratic lead from 17 seats and an average of 31 pick-ups to an average lead of just 4 seats with 24 pick-ups. As Democrats need 23 pick-ups to take control of the House, this places Republicans on the cusp of retaining control of the lower chamber.

Fueled by significant increases in support among male voters, Republican-leaning voters, and middle class voters, the Republican gains in the polls have benefitted the president as well, pushing his approval rating according to the RCP average of polls from 41% on the eve of the Kavanaugh hearing to 45%.

Online gamblers now see the GOP as favorites to retain control of the House, with MyBookie putting the odds at -140 to +110 in favor of Republican control – meaning that to win $100 in such a bet on the site in favor of the GOP, a gambler must bet $140. If Democrats win, however, a $100 bet would net the gambler $110.

This year's midterm could result in some significant surprises, however, with turnout rates reaching record highs for the post-World War II era.

According to data compiled by University of Florida professor of political science Michael McDonald, turnout in 2018 is on track to hit at least 48% - not seen since 1966 – and potentially reaching as high as 51%, the highest since 1914, The New York Times reported.

"If these patterns persist, we could see a turnout rate at least equaling the turnout rate in 1966, which was 48 percent, and if we beat that then you have to go all the way back to 1914, when the turnout rate was 51 percent," he said. "We could be looking at a turnout rate that virtually no one has ever experienced."


3. 'THE PEOPLE WANT TO BOMB TEL AVIV'

Thousands of Gazan Arabs held demonstrations throughout the Gaza Strip to protest the elimination on Sunday of three Arab terrorists east of Deir al-Balah by Israeli aircraft.

According to the IDF statement, the shooting at the three, 13-year-old youths, was carried out after they were found placing an explosive near the border fence. The Arabs claimed, on the other hand, that the boys had set up a trap to capture birds.

The demonstrators called on terror groups to respond to the killing of the youths. "The people want revenge," the demonstrators called out to Hamas and Islamic Jihad.

In Gaza City, demonstrators chanted: "The people want to bomb Tel Aviv" and "Oh warrior, oh Habib, bomb, bomb Tel Aviv."


4. WATCH: ISRAELI MINISTER VISITS GRAND MOSQUE OF ABU DHABI

Culture and Sports Minister Miri Regev (Likud) visited the Sheikh Zayed Grand Mosque of Abu Dhabi, following an invitation by United Arab Emirates representative Sheikh Muhammed.

Completed in 2007 after ten years of construction and at a cost of over half a billion dollars, the mosque is one of the United Arab Emirates' most popular tourist attractions.

During the visit, Minister Regev wore traditional attire in respect of local customs, and removed her shoes upon entering the site.

"This mosque has a feeling of friendship and peace," Regev wrote in the mosque's guest book. "I wish [the people of] Abu Dhabi good tidings and peace to all."

Minister Regev's visit to the mosque caps off her historic trip to the UAE, during which she joined Israeli judokas at a tournament in Abu Dhabi.

The event marks the first time the Israeli anthem has been played in an Arab Gulf state

Regev's trip to the UAE, which began on Thursday, coincided with Israeli Prime Minister Binyamin Netanyahu's visit to neighboring Oman, the first for an Israeli leader since 1996.

On the same day, an Israeli gymnastics delegation was in Qatar for the beginning of the world championships being held in Doha.

6. 11 KILLED IN PENNSYLVANIA SYNAGOGUE SHOOTING

At least 11 people were killed after a gunman opened fire at Pittsburgh's Tree of Life synagogue. According to the report, the gunman yelled "All these Jews need to die".

The gunman has been preliminarily identified as 46-year-old Robert Bowers. The shooting reportedly happened during a circumcision ceremony and over 12 people were shot. 80 people were in the Synagogue during the shooting. Bauer also shot three police officers.

Tree of Life Congregation was founded more than 150 years ago and joined with the newer Or L'Simcha Congregation about 5 years ago to form the Tree of Life*Or L'Simcha Synagogue affiliated with the Conservative Movement.

The attack was condemned by President Trump, who tweeted that he is "Watching the events unfolding in Pittsburgh, Pennsylvania. Law enforcement on the scene. People in the Squirrel Hill area should remain sheltered. Looks like multiple fatalities. Beware of active shooter. God Bless All!"

Trump later said during a rally on Indianapolis that "There must be no tolerance for anti-Semitism in America or for any form of religious or racial hatred or prejudice"

"We are praying for the families of the victims and our hearts go out to the wounded law enforcement officers in Pittsburgh."

"I was heartbroken and appalled by the murderous attack on a Pittsburgh synagogue today," said Prime Minister Netanyahu.

"The entire people of Israel grieve with the families of the dead. We stand together with the Jewish community of Pittsburgh. We stand together with the American people in the face of this horrendous antisemitic brutality and we all pray for the speedy recovery of the wounded."

Diaspora Affairs Minister Naftali Bennett condemned Saturday's grisly shooting, tweeting that "The State of Israel and the Israeli government received with shock and pain the reports of the terrible attack on the Jewish community in Pittsburgh. We anxiously follow the reports and pray that the event will end soon."

"At the same time, I have now instructed the Ministry of Diaspora Affairs to prepare to assist the community in every possible way. Our hearts are with the families of those killed and injured. May the memory of the murdered be blessed. "

Israeli officials say that Prime Minister Netanyahu is closely following the situation in Pittsburgh. The shooting was also condemned by Jewish Agency Chairman Isaac Herzog.

"A terrible massacre during the Shabbat service at the Etz Hayyim Synagogue in Pittsburgh," said Herzog. "We at the Jewish Agency are sore and distressed by the disaster of the warm Jewish community of Pittsburgh. 7. BRITISH LAWMAKER BLAMES PITTSBURGH SYNAGOGUE SHOOTING ON ISRAEL

Jenny Tonge, a British House of Lords lawmaker with a history of making anti-Semitic statements, suggested that the Pittsburgh synagogue shooting was the fault of Israel's policy toward Palestinians.

"Absolutely appalling and a criminal act, but does it ever occur to Bibi and the present Israeli government that it's [sic] actions against Palestinians may be reigniting anti-Semitism?" wrote Tonge on Facebook Saturday. Bibi is the nickname of Israeli Prime Minister Binyamin Netanyahu.

Tonge's text was about a URL to a Haaretz article about the shooting that day at the Tree of Life synagogue in Pennsylvania's second-largest city.

At least 11 people were killed in the attack, which occurred as worshipers were celebrating a brit milah, or circumcision. The alleged gunman, a 46-year-old white male named Robert Bowers, shouted "All these Jews need to die," according to reports.

Last year, Tonge, who was suspended from the Liberal Democrat party for anti-Israel rhetoric and later quit over the suspension, accused pro-Israel Jews of creating anti-Semitism in Britain by not criticizing the Jewish state.

David Collier, an activist and blogger who documents anti-Israel and anti-Semitic vitriol, wrote on Facebook and tweeted: "This is truly shameful. As the blood still stains the floor of the synagogue in Pittsburgh, Pennsylvania, a MEMBER OF THE HOUSE OF LORDS, tries to turn the blame onto Israel." He added: "Baroness Jenny Tonge is an absolute disgrace."

Anticipating criticism, Tonge also wrote in her original post about "Bibi": "I suppose someone will say that it is anti-Semitic to say so?"

The post later disappeared from Tonge's Facebook feed.

She later posted a quasi retraction, citing a post by Robert Cohen, a British blogger on Israel and the Palestinians.

"I bow to this great article by Robert Cohen and acknowledge that to think that the Israeli government's persecution of the Palestinian people had anything to do with the actions of this gunman, may have been too hasty. We must wait for his trial and testimony to try to understand better this 'white' supremacy movement in the USA," she wrote.


8. ABBAS: PAYING TERRORISTS IS OUR 'RED LINE'

Palestinian Authority chairman Mahmoud Abbas called the PA's continued payments to terrorists a "red line" that would not be halted under any circumstances.

"The salaries of the shaheeds (martyrs) are our red line. We absorb a lot of pressure, but we will not compromise or give up on this matter, the money will go to them - until the last expulsion," Abbas said during a speech at the Executive Committee of the PLO Sunday.

Abbas used his speech to attack the Trump Administration and curse US President Donald Trump.

"They are talking about the deal of the century.What remains to be done? The embassy was transferred to Jerusalem. UNRWA canceled the Americans and they claim there are only 40,000 refugees.

"We will not give up East Jerusalem, which was conquered from us in 1967. We will not compromise on an inch of the Palestinian capital," Abbas said. "All of East Jerusalem is ours."

He added that he would not be willing to try to bring about a separation between the Gaza Strip and the Palestinian Authority, despite the sanctions he has imposed on Gaza to weaken the Hamas government recently.

At the end of his speech, the PA chairman declared that this was "the most dangerous stage for the Palestinian people," adding that "we must strengthen ourselves and stand up to the US and Israel."

Steven Halle, nephew of Dan Stein, 71, who was murdered in the shooting at the Pittsburgh synagogue on Saturday, described his uncle to the Pittsburgh Tribune-Review, remembering him as a kind soul always willing to lend hand.

"He was always willing to help anybody," Halle said. "He was somebody that everybody liked, very dry sense of humor and recently had a grandson who loved him."

"This is going to be a horrible loss for the baby growing up without a grandfather," said Halle, 55, of Pittsburgh's Regent Square neighborhood. "We're still trying to get everything together with my aunt and my cousins. It's really hard right now."

"He was very active and he did everything," Halle said. "He was there every Saturday for services."

Members of Stein's family said that he had come to the synagogue for Shabbat-morning prayers at the Tree of Life synagogue. When they heard about the shooting and couldn't reach Stein, they understood that he had been murdered.

"I think everybody was in a fog today," Halle said. "Everybody and their families are going to pull together and get through this. It's a tragedy. Nobody wants this to happen."

The names of the rest of the murder victims will be publicized at 3 pm.

Aside from those murdered, another 6 people were wounded in the massacre. Two of the victims, a 70 year old man and a 40 year old policeman, were seriously wounded. The condition of three others - a 61 year old woman, 55 year old man, and 27 year old policeman, are stable. Another policeman was lightly wounded and has already been released from the hospital.


2. PA: WE CONDEMN 'WHITE SUPREMACIST TERROR ATTACK' IN PITTSBURGH

The Palestinian Authority condemned the Pittsburgh synagogue shooting in which 11 were murdered and another 6 wounded, calling it a "terrorist attack" in the name of a "moldy structural fascist doctrine" based on white supremacy.

In a statement sent to Arutz Sheva, the PA's "Ministry of Foreign Affairs and Emigrants" said that it "condemns the terrorist attack on a Jewish synagogue in Pittsburgh, Pennsylvania, that killed a number of American Jewish citizens and some policemen."

"The Ministry condemns the targeting of places of worship by these terrorists who carry a moldy structural fascist doctrine based on the supremacy and dominance of the white race. This type of terrorism is the most dangerous because it exists within society and targets anyone who disagrees with it in form, race, religion or approach," the statement said.

"The Ministry affirms our solidarity with the American people who are constantly exposed to this terrorist phenomenon and our condolences to bereaved families. This terrorism must be called by its name and must be condemned regardless of its form."

"The Ministry condemns terrorism in all its forms and warns again against the dangers and consequences of a culture of hatred, extremism, racism, denial of the other and colonialism, and calls on international officials, leaders, civil society organizations and public opinion makers to intensify and coordinate efforts in the face of terrorism and its organizations and sources and full bias towards peace and civil peace and culture," the statement concluded.


3. SYNAGOGUE SHOOTER IDENTIFIED AS 46 YEAR-OLD ROBERT BOWERS

The man responsible for Saturday's grisly shooting at Pittsburgh's Tree of Life synagogue has been identified as 46-year-old Robert Bowers.

Bowers reportedly yelled "All Jews must die" during the attack. Before entering the synagogue, Bowers tweeted that "I can't wait while my people are getting slaughtered....I'm going in". Bower's social media was rife with anti-Semitic comments.

Over 80 people were in the building during the shooting, which happened during a Jewish circumcision ceremony. Eleven people were killed and three police officers were injured. Bowers later surrendered to law enforcement.

The attack was condemned by President Trump, who tweeted that he is "Watching the events unfolding in Pittsburgh, Pennsylvania. Law enforcement on the scene. People in the Squirrel Hill area should remain sheltered. Looks like multiple fatalities. Beware of active shooter. God Bless All!"

Diaspora Affairs Minister Naftali Bennett condemned Saturday's grisly shooting, tweeting that "The State of Israel and the Israeli government received with shock and pain the reports of the terrible attack on the Jewish community in Pittsburgh. We anxiously follow the reports and pray that the event will end soon."

"At the same time, I have now instructed the Ministry of Diaspora Affairs to prepare to assist the community in every possible way. Our hearts are with the families of those killed and injured. May the memory of the murdered be blessed. "



4. DUD ROCKET FOUND IN SCHOOL IN GAZA AREA

An unexploded rocket from Gaza was identified this morning near the classrooms of a Sha'ar Hanegev Regional Council school.

Students in classrooms adjacent to the place where the dud was found were evacuated and a police sapper was summoned to the scene.

At least 40 rockets and mortar shells were launched during Shabbat from Gaza towards Sderot and the communities surrounding Gaza.

About 10 of the rockets were intercepted by Iron Dome. In response, the IDF attacked some 80 terrorist targets in the Gaza Strip, including a four-story building used by Hamas's security headquarters and a tunnel.

The Chief of Staff convened an assessment meeting at the Kirya tonight, attended by senior IDF and Shin Bet officials.

5. FIRST VICTIM IN PITTSBURGH SHOOTING NAMED

The name of one of the victims in the massacre at the Tree of Life synagogue in the city of Pittsburgh was released: Dan Stein, 71.

The US Justice Department filed an indictment against Robert Bowers, who shot dead 11 worshipers at the Tree of Life Synagogue in Pittsburgh.

The indictment includes 29 counts, including murder, the use of firearms and the execution of a hate crime. The death toll in the massacre is 11 with 6 others wounded, two of them critically.

US President Donald Trump ordered the US flags to be lowered at half mast following the shooting.


6. 11 KILLED IN PENNSYLVANIA SYNAGOGUE SHOOTING

At least 11 people were killed after a gunman opened fire at Pittsburgh's Tree of Life synagogue. According to the report, the gunman yelled "All these Jews need to die".

The gunman has been preliminarily identified as 46-year-old Robert Bowers. The shooting reportedly happened during a circumcision ceremony and over 12 people were shot. 80 people were in the Synagogue during the shooting. Bauer also shot three police officers.

Tree of Life Congregation was founded more than 150 years ago and joined with the newer Or L'Simcha Congregation about 5 years ago to form the Tree of Life*Or L'Simcha Synagogue affiliated with the Conservative Movement.

The attack was condemned by President Trump, who tweeted that he is "Watching the events unfolding in Pittsburgh, Pennsylvania. Law enforcement on the scene. People in the Squirrel Hill area should remain sheltered. Looks like multiple fatalities. Beware of active shooter. God Bless All!"

Trump later said during a rally on Indianapolis that "There must be no tolerance for anti-Semitism in America or for any form of religious or racial hatred or prejudice"

"We are praying for the families of the victims and our hearts go out to the wounded law enforcement officers in Pittsburgh."

"I was heartbroken and appalled by the murderous attack on a Pittsburgh synagogue today," said Prime Minister Netanyahu.

"The entire people of Israel grieve with the families of the dead. We stand together with the Jewish community of Pittsburgh. We stand together with the American people in the face of this horrendous antisemitic brutality and we all pray for the speedy recovery of the wounded."

Israeli officials say that Prime Minister Netanyahu is closely following the situation in Pittsburgh. The shooting was also condemned by Jewish Agency Chairman Isaac Herzog.

Prime Minister Benjamin Netanyahu and his wife held an official visit to Oman on Friday. This is Netanyahu's first official visit to Oman since 1996.

The Prime Minister was invited to visit by Sultan Qaboos bin Said, ruler of Oman, after lengthy negotiations between the two countries.

Together with Prime Minister Netanyahu and his wife, Prime Minister Netanyahu and his wife attended the visit of Mossad Director Yossi Cohen, National Security Advisor Meir Ben-Shabat, Foreign Ministry Director-General Yuval Rotem, Chief of Staff Yoav Horowitz and Military Secretary Brigadier General Avi Balot.

"I returned to Israel today after an official visit to Oman, where I met with Sultan Qaboos bin Said, the ruler of Oman. My wife and I were invited to visit by Sultan Qaboos bin Said, the ruler of Oman, after long negotiations between the two countries, the first since 1996," said Netanyahu.

8. 30 ROCKETS HIT ISRAEL ON FRIDAY NIGHT

30 rockets hit Israel on Friday night in the latest escalation between the Gaza-based terror groups and Jewish State.

6 Israelis in Sderot were lightly wounded and were evacuated to Ashkelon's Barzilai Hospital.

Israeli warplanes attacked over 80 targets in Gaza following the rocket onslaught. After the escalation, IDF Chief of Staff Gadi Eizenkot met with Defense Minister Avigdor Liberman to consult over how to proceed.

The vast majority of the missiles were intercepted by the Iron Dome missile defense system.

"The Aerial Defense array is widely prepared for ongoing days and for a wide range of scenarios. Last night, we operated our systems to prevent many rockets from the Gaza Strip to hit Israel. All of the threats that were aimed at populated areas were fully and successfully intercepted. The rest of the threats fell in open areas," said Commanding officer of Iron dome's 947th Battalion, Lt. Col Nir.

"We are prepared every day of the year, whether it be day or night," added Major Elad, who is the deputy commanding officer of the 947th Battalion.

"During the last few weeks we have had to be more alert than usual, and so there is no distinction between the regular week and the weekend. We are always at the same level of readiness and vigilance. 1. WHO IS MAJOR GENERAL AVIV KOCHAVI?

On Friday, Defense Minister Avigdor Liberman announced that he has selected Deputy Chief of Staff Maj. Gen. Aviv Kochavi to succeed Lt. Gen. Gadi Eisenkot as the next IDF Chief of Staff.

Kochavi was widely expected to replace Eizenkot. Friday's announcement marks the height of Kochavi's meteoric rise from a paratrooper to a high-ranking officer considered one of the most brilliant in the military.

Kochavi, 64, was born and bred in the northern Israeli city of Kiryat Bialik. Already as a child, Kochavi stood out due to his extraordinary talent. "He was mature for his age," said Etti Lostman, Kochavi's teacher at the school, "his answers did not end with yes or no." She emphasized the boy's talent for painting, which Kochavi later utilized as a tool for developing ideas and operational plans.

Kochavi has served in a number of senior positions. In the past two years, he has served as deputy chief of staff, and previously served as the commander of the Gaza Division, as head of the operations division in the General Staff, as head of Military Intelligence and headed the Northern Command.

In his first role as an officer, Kochavi served as a platoon commander in Battalion 890, and was later promoted to be a battalion commander, as a company commander and later as commander of the auxiliary company.

In 1998, after completing his master's degree at Harvard University in the United States, he was appointed the commander of the Eastern Division of the Liaison Unit for Lebanon in 1997-1999 under the command of legendary Brigadier General Erez Gerstein.

"In general, the entire period of her stay in Lebanon was very formative," Kochavi later said. "It was the first time I had been in command in almost two years in a very intense combat zone, and I dealt with all the dilemmas that exist in combat situations in general, and in fighting terrorism and guerilla in urban areas in particular. "

The second intifada in 2001-2003 broke out when Kochavi served as the commander of the Paratroopers Brigade. The then-Colonel Kochavi, together with a group of other field commanders, including the Golani Brigade commander Moshe Tamir and the Nahal Brigade commander Yair Golan, who competed against him to be chief of staff, distinguished themselves for constantly urgiung the senior command to fight against Palestinian terror.

During Operation Defensive Shield in 2003, Kochavi successfully led his Paratroopers Brigade to capture the Balata Refugee Camp in Shchem.

While on the battlefield, Kochavi developed the use of a 5 kg hammer to break down walls and cross through homes in the terror-infested refugee camps in order to prevent his soldiers from being shot by snipers. This ingenious tactic, as well as other urban warfare methods he developed, were later copied by the US military in Iraq and Afghanistan

On November 30, 2004, he replaced Gaza Division Commander Brig. Gen. Shmuel Zakai, and commanded the division during operations against Palestinian terror infrastructures in the Gaza Strip.

Kochavi served as the commander of the Gaza Division during the period of the Gaza Disengagement expulsion, a difficult time for a commander whose division oversaw the evacuation of the Jewish settlements who they had been tasked with protecting.

Shortly before he completed his term in 2006, Gilad Shalit was abducted by the Hamas terror group, leading the IDF to launch an extensive counter-terror operation titled Operation Summer Rains.

Following harsh criticism that the division had information about an intention to carry out the attack, the chief of staff at the time, Dan Halutz, appointed a committee headed by Giora Eiland, but found no fault in the conduct of the plan.

In 2007, he was promoted to the rank of Major General and Head of Military Intelligence, a role he served in during 2008's Operation Cast Lead and Operation Pillar of Defense in 2012.

For three years, Kochavi was the commander of the Northern Command and since May 2017 he has served as deputy chief of staff and will now move to the other side of the 14th floor to the chief of staff's office.


2. DEF. MIN.: MAJ. GEN. AVIV KOCHAVI IS NEXT CHIEF OF STAFF

Defense Minister Avigdor Liberman announced Friday that he selected Deputy Chief of Staff Maj. Gen. Aviv Kochavi to succeed Lt. Gen. Gadi Eisenkot as the next IDF Chief of Staff.

Liberman will submit Kochavi's nomination Sunday to Judge (ret.) Eliezer Goldberg, who heads the advisory committee on high-level appointments.

The Defense Minister has informed Prime Minister Binyamin Netanyahu and Lt. Gen. Eizenkot of his decision.

Kochavi is endowed with "leadership, daring, creativity and impressive command qualities," said Liberman.

Liberman also spoke with the three other candidates for the appointment and informed them of the selection.


3. PUTIN: 'RUSSIA DEVELOPING NEW POWERFUL WEAPONS'

Russian President Vladimir Putin said that his country has been testing new weapons that "significantly excel foreign designs and are simply unrivaled".

Speaking at a meeting of top Russian military and police generals, Putin added that "Russia doesn't threaten anyone, and has strictly adhered to its obligations in the sphere of international security and arms control".

Russia has been developing increasingly advanced weapons, which many observers say are intended as a signal to the United States. In January, Putin revealed that Russia tested "a new intercontinental ballistic missile that can reach any point in the world."

"Russia has a missile of a kind that no country can intercept," he added.

Putin said that any nuclear attack against Russia or its allies would be considered an attack, and that the Russian army "would respond accordingly."

Last week, US President Donald Trump announced that he would be pulling out of the Intermediate-Range Nuclear Forces Treaty with Russia.

"Russia has violated the agreement. They've been violating it for many years," Trump told reporters before boarding Air Force One to leave Nevada following a campaign rally, according to CNN.

The Trump administration has said repeatedly that Russia has violated the treaty.

Administration officials believe the treaty has put the US at a disadvantage because China does not face any constraints on developing intermediate-range nuclear missiles in the Pacific and does not allow the US to develop new weapons.

5. JUDGE WHO PRESIDED OVER MURDER CASE CALLS FOR RETRIAL

Former Supreme Court Justice Yoram Danziger said that convicted murderer Roman Zadorov should be given a retrial after new bombshell DNA evidence showed that Zadorov did not kill thirteen-year-old Ta'ir Rada.

Danziger had been the only judge on the three-man panel to vote for Zadorov's acquittal during the trial.

"In my opinion, there is a good chance that a retrial will be made in this case," Danziger said. "If it reaches a stage of retrial, at least a significant part of the questioning will be clarified."

"It is improper and inappropriate for a retired judge to express his opinion as to whether the majority opinion was correct or the opinion of the minority," Danziger emphasized. "I do not think it's desirable. We have a serious system. I assume that if it comes to the stage of a retrial, all questions will become clear."

Thirteen-year-old Ta'ir Rada of Katzrin, in the Golan Heights, was found dead in a bathroom stall at the Nofey Golan high school on December 6, 2006. She had been brutally stabbed.

A construction worker who had been employed on the school grounds, Roman Zadorov, was charged with the murder and found guilty after he confessed to the murder. However, there have always been grave doubts among the Israeli public regarding his guilt, and speculation that the confession was a forced one.

In 2016, a TV documentary revealed the existence of a previously unknown suspect in the murder: a woman identified as A.K. who lived in Katzrin at the time of the murder, and who suffers from severe mental problems.

A single human hair that had been found on Rada's body was recently tested and found to match the DNA of a man who had been A.K.'s boyfriend at the time of the murder. The boyfriend has an alibi for the time of the murder but it is believed that A.K. was wearing his sweatshirt when she committed the crime.

Zadorov's attorney called for him to be released immediately and for a retrial to be held. It remains to be seen how the Prosecution and courts will respond.


6. NETANYAHU: FORMER LIKUD MINISTER TRYING TO BRING ME DOWN

Prime Minister Binyamin Netanyahu accused a former senior minister from the Likud party of plotting to bring him down during a party in his office Wednesday night.

"For a few weeks now, I have known that a former Likud minister is talking to coalition elements and has devised some subversive maneuver, that I will bring the Likud to a landslide victory in the elections and then ensure that I will not be prime minister against the will of the Likud voters," Netanyahu said.

"I walk around the country with you and I see the tremendous support we have: in me, in my wife, such support I cannot remember since I entered politics. From the start [this plot against me] was doomed to failure because the public will not allow such a thing to happen. But it did reveal a loophole in the law and we will think about what to do with it," he added.

The prime minister also addressed his meeting with Chinese Vice President Wang Qishan.

"I come here now, just amazing, I'm still excited, from a meeting with the vice president of China - only the second most powerful man in China. He's been here a few days and I've seen that the media is not interested at all. It doesn't interest them. The only thing that interests them is the 'conspiracy of the century.'"

7. RABBANIT TRAVELED TO ARGENTINA, WAS SHOCKED BY WHAT SHE FOUND

They are strong, striking words from a truly respected member of klal yisrael. Rav Chaim himself has also gotten involved, calling the kallah a "true orphan," and saying that it is a "great mitzvah" to help her. Nurit's kallah fund paints a heartbreaking story:

"I am not asking for I am not asking for anything that a girl with parents wouldn't get … the things you might think are basic but that I dream of affording: like a fridge, an oven, food for shabbat and the chagim."

It is an understandable request, from a girl who truly has nothing. Nurit may have been abandoned by her parents, but she has been adopted by the gedolim. Though she cries herself to sleep each night, strangers around the world have the opportunity to join the Kanievsky family in making her dreams come true.

8. REPORT: HAREDI FACTIONS TO OPPOSE BILL TO DEPORT INFILTRATORS

A new Jewish Home-sponsored bill overriding the High Court's ruling barring Israel from deporting illegal Sudanese, Somalian, and Eritrean infiltrators is in danger of being scuttled by the haredi United Torah Judaism faction, according to a report Thursday.

According to Kan, UTJ will vote against the bill when it reaches the Ministerial Committee for Legislation on Sunday. Sources from within the party say that it is inconceivable that the coalition will override a High Court ruling regarding illegal infiltrators, while refusing to deal with last year's decision that struck down an amendment to the Draft Law protecting military deferments for yeshiva students.

The override bill would alter Israel's Basic Law: Human Dignity and Liberty, explicitly empowering the Knesset to overrule the Supreme Court and reenact laws nullified by the Court. However, the bill will only apply to High Court ruling preventing Israel from deporting the tens of thousands of illegal African immigrants.

While the coalition had wanted an expanded bill that would apply to all High Court decision, Kulanu faction head Moshe Kahlon has adamantly opposed any legislative steps that would decrease the High Court's power.

"We will oppose this proposal," said UTJ MK Yaakov Asher. "We will not accept an override bill by invitation. It can not be that in cases where there is political pressure on Kahlon or pressure from street demonstrations, as in the story of the infiltrators, then there will an override bill and in other things, there will not be."

The High Court of Justice had ruled in September 2016 that the exemptions granted to haredim are discriminatory against the communities who do not receive exemptions, giving the coalition a year to legislate an alternative. The coalition has not managed to come to an agreement regarding a new Draft Bill despite being granted a four-month extension by the High Court that expires in December.

The court also threw out in 2017 the first Infiltrator Law, aimed at deporting thousands of Eritrean, Somalian, and Sudanese illegal immigrants living in Israel. In 2018, the court froze implementation of a new Infiltrator Law, and in April, ordered the government to release more than 200 infiltrators who had been detained for refusing to leave the country.

While Israel lacks a constitution, the Knesset has passed a series of Basic Laws which some Israeli jurists, including former Supreme Court chief justice Aharon Barak, have treated as the country's de facto constitution.

Since the 1990s, the Supreme Court has taken an activist position regarding the judiciary's role, assuming the right of judicial supremacy and the ability to strike down laws passed by the Knesset and compel the government to adhere to its rulings.

1. 'I WANT NEW IMMIGRANTS TO FEEL THAT THEY'VE COME HOME'

The elections for the Jerusalem City Council will be held on October 30, 2018.

Arutz Sheva presents the answers to three questions posed to the four main candidates for Jerusalem Mayor. All candidates were asked identical questions: What sets you apart from your competitors as a compelling reason to vote for you? Assuming you win and succeed in advancing and implementing everything on your platform, how do you envision Jerusalem in five years from now, both physically and culturally? And what would you say to the English-speaking voter or new immigrant to show them you understand their challenges and situations, and would be their right choice?

The first candidate to respond was Deputy Mayor Yossi Deitch, who currently holds the city's haredi housing portfolio, and serves as deputy to the holder of the planning and construction portfolio.

A recent poll conducted by Camille Fuchs found 41% of respondents would vote for Deitch in a race between seven candidates, giving him a clear victory in the first round of the election.

"I don't think only within the 'small haredi box'. I begin every day by consulting with my professional advisors in Jerusalem's City Hall building. I don't ask them to come up to me, I go straight down to them as a routine procedure. That's one difference, that I'm not looking to summon people to my ivory tower but I personally go to wherever things need to be done whether it's the Sanitation Department, the Building and Construction Department, or any other department it may be. I'll go there once, twice, three times, four times, until people understand that we need to give answers to the citizens of Jerusalem, and quickly. Today I do it, but I do it as a Deputy Mayor, and I still have instructions from above. As Mayor, I'll continue to go down there and they'll understand that the citizen needs to get AAA treatment and to feel like he's the most important person in the world in that moment.

"When we finish five years we want to see a different situation here in the service to the citizens of Jerusalem. Whether it's city sanitation - we want to have it clean - the responses to people's problems in City Hall, licencing businesses in Jerusalem, developing also culture in Jerusalem and the tourism aspects, to bring the uniqueness of Jerusalem.

"People don't come to Jerusalem from the United States, England, Canada, France, all over, in order to come to another Paris or Tel Aviv. Tel Aviv is a great city, but it's very similar to other places in the world. When people come to Jerusalem, they come to feel the uniqueness of Jerusalem. Jerusalem is full on the weekends, and it's full of tourists who are religious and non-religious, and also non-Jewish ones. They want to come to feel Jerusalem, to see Jerusalem the Holy City, and we want to give that to the tourists who come.

"We also want to dedicate a good amount of our time to the newcomers, the Olim Chadashim; they come to City Hall and they don't know what to do. They don't know where to go. I want to have someone to take care of that so they'll feel they have an English speaker, or a French speaker, or a Spanish speaker who they can speak to, and could help them and instruct them and guide them. Once you know what you need to do, it's much easier to do it.

"I'm a Jerusalemite in my soul, and I want everybody to feel as comfortable as I do. My family is here for seven generations. I have children and grandchildren who are already nine generations in Jerusalem. I want the new immigrant to feel this way as soon as possible, to feel that he's not a new immigrant, but that he came home."

"In five years I want to see the city cleaner. There are places in Jerusalem where the garbage trucks come only three times a week. That's insane. Besides that, I'd like the city to look differently culturally, which means I want to give more power to the Community Centers. If you're talking about building and infrastructure, I want to hear the citizens much more, and for them to be much more involved in running the city, not having the Sherriff on top and deciding what's good for the city. I won't always do what the citizens like, but I want to hear them. I want them to be involved. I want them to have a place, and that will be happening directly in City Hall and also through the Community Centers and I want them to be stronger. I want to give them more money for cultural events that are appropriate for the neighborhood and not, as it's done today, mainly for tourists from outside the city and from the world.

"Besides that I want much more open conversation between everyone. Once there is a haredi mayor, people have to communicate with him, and the tension between the communities will greatly be eased and maybe even disappear.

"It's funny, this conflict I'm in: I want to build new neighborhoods, and they won't necessarily be haredi neighborhoods. Most neighborhoods are going to be non-haredi neighborhoods, which means I'm going to change the demographic of Jerusalem, which will make the haredi community a bit smaller. If I want to take away the conflict, I need to build haredi neighborhoods and also non-haredi neighborhoods, with people coming from the outside. The majority should be non-haredi."

2. 'ADL ACTING CONTRARY TO JEWISH VALUES'

A US-based rabbinic group alleges that the Anti Defamation League (ADL) is acting "contrary to Jewish values" after it urged the US government to reject a Christian foster agency's right to choose parents based on their religion.

The agency in question, South Carolina-based Miracle Hill Ministries, had turned away non-Christian applicants for fostering children. The Department of Health and Human Service is currently debating a waiver request from South Carolina that would exempt it from regulations preventing federally funded foster agencies from discriminating based on religion.

The ADL's opposition to the waiver angered the Center for Jewish Values(CJV), a large US-based public policy organization, which said that rejecting the waiver would infringe on the religious freedoms long enjoyed by Jews.

"Contrary to what has been said, no one is denied the ability to provide foster services because Miracle Hill Ministries is among the agencies licensed to operate," said CJV President Rabbi Pesach Lerner.

"Any individual or family can turn to numerous other providers, including the state itself. So the loss of Miracle Hill's license would only result in fewer children served, and a lack of religious support for families who share Miracle Hill's beliefs. No one would gain, and many would lose -- most of all the hundreds of children currently served through Miracle Hill."

"The current regulations, dating to early 2017, deem religiously-motivated work with coreligionists to be equivalent to discrimination against others," Rabbi Lerner added. "This is incorrect, and we hope that the Trump Administration will reverse these ill-advised regulatory changes."

The CJV also contended that although there are no Jewish foster care agencies in South Carolina, the current regulations threaten the ability of Jewish agencies elsewhere to work with coreligionists.

"Our Torah is replete with references to the need to educate the next generation," said CJV's East Coast Regional Vice President Rabbi Steven Pruzansky "and thus teaches that a Jewish child must be provided a Jewish education and a Jewish home. That a religious organization is able to work uniquely with co-religionists is a key freedom that Americans of all faiths, and especially American Jews, should seek to preserve."

The ADL had urged the U.S. Department of Health and Human Services to deny the waiver request in a letter Tuesday to Roger Severino, the director of the department's Office for Civil Rights.

In March, South Carolina Gov. Henry McMaster asked for his state to be exempted from regulations that prevent federally funded foster agencies to discriminate based on religion. The waiver concerns Miracle Hill Ministries, an agency in the state that rejects foster parents who are not Christian, as well as same-sex couples.

The Republican governor also issued an executive order in support of Miracle Hill.


3. SUSPICIOUS PACKAGE FOUND AT ROBERT DE NIRO'S RESTAURANT

A suspicious package and device was reportedly found at a New York City restaurant owned by actor Robert De Niro.

According to NBC, the device was sent to a building housing the Tribeca Grill owned by De Niro.

The NYPD said there was no need to evacuate the building as it was unoccupied at the time.

A law enforcement official told NBC affiliate News 4 that a worker who had seen recent news about the bomb threats had called police after noticing similarities in the package.

An NYPD bomb squad removed the device.

A source said that the package was addressed to De Niro and had the same return address as the other packages, Congresswoman Debbie Wasserman Schultz, according to NBC.

The incident follows a series of bomb threats in recent days against prominent Democrats including Barack Obama, Hillary Clinton, and George Soros, as well as CNN offices.


4. MULTIPLE INCENDIARY BALLOONS LAND IN GAZA ENVELOPE

More incendiary balloons landed this morning, Thursday, in the Gaza envelope.

Security forces rushed to the area of Kibbutz Nir Am near the city of Sderot after an incendiary balloon landed there and subsequently exploded.

In addition, balloons landed in the area of Moshav Hodaya and in Be'er Tuvia.

According to 0404, nobody was wounded in the incidents.

On Wednesday night, IDF aircraft attacked eight terrorist targets in three military compounds belonging to the Hamas terrorist organization in Gaza.

The strikes came after a rocket was fired from Gaza at the Eshkol Regional Council in the Gaza envelope.

The IDF's Iron Dome aerial defense system launched one interceptor towards the projectile, but the rocket was not intercepted and exploded in an open area.

No physical injuries or damages were reported.

Earlier on Wednesday, the Israel Air Force attacked a Hamas post in Gaza. The IDF said it had identified a terror squad launching incendiary balloons at Israel from the site.



5. FORMER MINISTER: NETANYAHU CONCOCTED CONSPIRACY AGAINST ME

Former Interior Minister Gideon Sa'ar responded Thursday to the harsh accusations made last night by Prime Minister Netanyahu that he had concocted a "conspiracy" to oust him undemocratically.

"What Netanyahu did was a serious thing and the crossing of a red line. He is surrounded by people with bad intentions, and I regret that he chose this," Sa'ar told Army Radio.

"I understood that I have been approaching the status of a regime opponent in recent days, and I told my wife: I am not approaching any consulate in the coming days," Sa'ar said.

Sa'ar stressed that he never acted against the prime minister, "Netanyahu has a lot of enemies - I am not one of them. I helped him very much in coming to power, and he knows it. He's surrounded by scheming people with bad intentions. It pains me that he consciously chose this path. I said a year-and-a-half ago that I have returned to public activity, and nothing will deter me. "

"A field trial is being conducted against me without evidence. I say to Netanyahu - what is hateful to you, do not do to your fellow," Sa'ar added.

A close associate of the prime minister said in response, "Gideon Sa'ar's hysterical reaction and his vitriolic remarks against Prime Minister Netanyahu only prove what all the facts show: Gideon Sa'ar is a subversive who tried to oust Prime Minister Netanyahu against the will of the Likud voters. His will for power caused him not to be cautious in recent weeks, when he spoke with ministers and MKs and revealed his plan to oust Netanyahu after the prime minister leads the Likud to victory in elections."

On Wednesday night, Prime Minister Binyamin Netanyahu accused a former senior minister from the Likud party, meaning Sa'ar, of plotting to bring him down during a party in his office.

"For a few weeks now, I have known that a former Likud minister is talking to coalition elements and has devised some subversive maneuver, that I will bring the Likud to a landslide victory in the elections and then ensure that I will not be prime minister against the will of the Likud voters," Netanyahu said.

"I walk around the country with you and I see the tremendous support we have: in me, in my wife, such support I cannot remember since I entered politics. From the start [this plot against me] was doomed to failure because the public will not allow such a thing to happen. But it did reveal a loophole in the law and we will think about what to do with it," he added.


6. 'WE WILL NOT ACCEPT THE JORDANIAN DECLARATION'

Deputy Foreign Minister Tzipi Hotovely responded to Jordanian King Abdullah's refusal to continue leasing the agricultural regions of the Arava and Naharayim to Israel as set out in the appendix to the peace agreement.

In an interview with Arutz Sheva, Hotovely explained the motive behind the move: "We know the background to the decision, Ninety Jordanian MPs demanded this and wanted to insist on their rights under the peace agreement with us."

"This is evidence of Abdullah's weakness vis-a-vis the internal Jordanian pressure. He is in deep domestic distress, but we will have to preserve the Israeli interest. There is a peace agreement that includes a lot of cooperation in a space that meets the Arab world's struggle against the Iranian enemy, We must also remember the considerable economic problems that Jordan needs to have addressed, including the water issue, and in general the Jordanian interest is greater than the Israeli one without spoiling the relationship."

Despite all this, the deputy minister was cautious when asked if it means that Israel will not be satisfied with discussions and talks with the Jordanians, but will even threaten or place Jordanian interests at the table. Hotovely noted that "at this moment, there is a total blackout on our ability to talk about it publicly. Prime Minister Netanyahu consulted the Jordanian ambassador and relevant officials at the Foreign Ministry. I am up to date but can not share with the public the direction where things will go, but we can say that we will not accept the Jordanian declaration as it is. We will strive to change when our favorite is to restore the situation as it has been throughout the years. There will be consultations within Israel as well as with the Jordanians."

As for the possibility of Israeli compensation that may allow the king to soften his position, Hotovely said: "I do not think that the discourse is now a discourse of compensation. It is in both sides' interest to preserve the peace agreement and there is a price for the Jordanian side's decision not to act in the spirit of the agreement and to do something that is unacceptable. It is worth waiting for the next two weeks in which the discussions will take place. "

Has the Israeli government failed failed? It was known that this day would come and there was a need to prepare for it. Hotovely does not accept the very question: "We have not waited for the last minute, the subject is known to the prime minister, and the discussions are taking place within the Foreign Ministry. I am saying that the issue is sensitive now, and we do not want to lose our options. 7. NETANYAHU: FORMER LIKUD MINISTER TRYING TO BRING ME DOWN

He's been here a few days and I've seen that the media is not interested at all. It doesn't interest them. The only thing that interests them is the 'conspiracy of the century.'"

8. RABBANIT TRAVELED TO ARGENTINA, WAS SHOCKED BY WHAT SHE FOUND

Rabbanit Kolodetsky, daughter of Rav Chaim Kanievsky and guide to the Jewish People in her own right, often travels the world to inspire women with words of Torah. On a recent trip to Argentina, however, she heard a story which shocked her.

"They are getting married without a shekel to their name," she says in her address to the Jewish People. "Whatever you give, you will get back 1000 times."

They are strong, striking words from a truly respected member of klal yisrael. Rav Chaim himself has also gotten involved, calling the kallah a "true orphan," and saying that it is a "great mitzvah" to help her. Nurit's kallah fund paints a heartbreaking story:

"I am not asking for I am not asking for anything that a girl with parents wouldn't get … the things you might think are basic but that I dream of affording: like a fridge, an oven, food for shabbat and the chagim."

It is an understandable request, from a girl who truly has nothing. Nurit may have been abandoned by her parents, but she has been adopted by the gedolim. Though she cries herself to sleep each night, strangers around the world have the opportunity to join the Kanievsky family in making her dreams come true.
